HomeMy WebLinkAbout1972-01-24Monday - January 24, 1972 Special Meeting The PLANNING BOARD held a special meeting on Monday evening, January 24, 1972 at 7:30 P.M. in the Town Office Building with the following members present and voting: Charles W. Trombly, Jr., Chairman; Donald N. Keirsteadt V. Chairman; Jo~u J. Monteirot Secretary and William Chepulis. Robert J. Burke was unable to attend due to illness. Mr. Burke informed the Board by telephone that he will not seek re-election to the Planning Board. His term expires this year. There were 10 people present for the meeting. The Board had intended this meeting to be a work session and to discuss the articles for re-zoning in the warrant for Annual Town Meeting. A general discussion was held as to what strategy the Board should follow in order to inform the public before the special town meeting. Step 1 would be the completion of the map mhd the tables that go with it and publication of the same. Then designate several sections of the town and have publi c meetings on each section, probably 5 or 6 areas as follows: 1. The north end - Sutton St., Great Pond Rd. 2. Northerly part of Great Pond Rd., 0sgood St., East of Stevens & Salem St., north of Dale St. 3. South of Sutton St., West of Stevens St. & North of Andover St. South of Andover St. ~ West of Johnson & Farnum Sts. South of Dale, Salem Sts., East of Johnson St. Fritz Ostherr suggested that a general open meetlng be held to discuss the concept of the master plan. John W/d_lis suggested using John Brown's report and map and let the people make suggestions on that. Mr. Keirstead suggested that the League of Women Voters could hold a public meeting which would help to inform the public. The Board should find out from John Brown what the time limit is for information before he makes his final report. Jack McLay said that so far he isn't too impressed by what has been presented. He said at the last meeting the Planning Board looked foolish because they didn't have all the answers. John Willis said to ask the people what they would like and then try to compromise. January 24, 1972- cont. Don Keirstead suggested May 2Otb as the possible special town meeting date; to hold public meetings between armual town meeting and April 15th and then hold the hearings from April 15 to May 20th. John W~I]~ s asked if we would have the services of John Brown dUring that period. The Planning Board will ask him if~w%uld possibly assist them through the special town meeting. The hearings should be held at the High School auditorium. John Willis asked if somebody is going to be prepared to present the Planning Board's position so that the people can be convinced. Mr. Keirstead said we would have everything ready and do the best we can. We should probably go for the whole thing and if that's not possible, then go in sections. The Board discussed what should be done about the articles submitted by individuals for annual town meeting. Hearings will still have to be held on them. Mr. Willis said that he is representing 2 petitioners and he will send a letter to the Board requesting that the articles be withdrawn so that they can be presented at the special town meeting. ~// Mr. Keirstead made a motion to refer the articles to Mr. Chepulis for report~at the next meeting and discussion. Mr. Monteiro seConded the motion and the vote was un~l~ous. NORTH ANDOV1~ASSOCIATES: Mr. Trombly read a letter from To~n Counsel relative t° the preliminary plans filed by N. A. Associates in November. He recommends that the Board take no action, his opinion is that the plans were not properly filed, The Planning.Board will notify Land, est of this opinion. The next P.A.C. meeting will be on Monday, January 31st. Mr. Monteiro suggest~hat Chairman Trombly send a letter to the Dept. of Community Affairs to see if funds are available for town maps.
