A Special Meeting was called for July 3I, 1987 and notice posted for this public hearing
48 hours prior to the meeting. This was an open public hearing and the following board
members were present: Frank Serio, Jr., Chairman, Augustine Nickerson, Clerk, William
Sullivan, Walter Soule and Anna O'Connor.
The meeting opened at 5:10 p.m. in the Selectmen's Meeting Room.

Kni~htsbrid~e Partners, Inc. - Variances - 89 Turnpike Street
Letter from Irving E. Rogers, Jr. to Mr. Daniel J. Murphy III read by Mr. Nickerson as
follows: "This letter will confirm my earlier conversation with you regarding your
inquiry to purchase a portion of land adjacent to 89 Turnpike Street in North Andover,
Massachusetts. On behalf of the Trustees of the Lawrence Eagle Tribune Realty Trust,
the record owners of those parcels of vacant land adjacent to said 89 Turnpike Street,
I must restate that no portion of this vacant land is for sale and, therefore, must
refuse you request for any such purchase."
Mr. Sullivan stated that it appeared that the petitioner had attemped to purchase
additional land and this lot is now desecrated to whatever it can be used for. This
lot was rezoned at Town Meeting at the request of Mr. Mallan, and the lot is now
locked into business zone as it states now, therefore, it is a hardship to the owner
stated Mr. Sullivan.
Mr. Nickerson said that he believes that the "green" buffer zone is a problem. We
have tried to keep this bylaw strict. He does not see this as a hardship for the
petitioner, it is a hardship for the owner.
Per Mr. Sullivan, this means that we may lose the land use and the building structure
which is historic. Someone else could come in and take the building down and then
put up a commercial-looking building, taking away from the open look of the area.
Mr. Serio stated that the lot is 200 foot wide so they could not have a 100 foot
buffer on each side. The original building will be preserved and the front will not
be changed. The traffic will be approximately three times, in and out, that it is
is now.
Mr. Soule stressed that the present building is a beautiful one and could not be
replaced. The Board should try to keep buildings of this historic type and the
addition is only 400 sq.ft, which will not be seen from the street. Mr. Soule said
that the petitioner had proved there is a hardship to his satisfaction.
Mr. Nickerson stated that he does not like the idea of asking for a letter from the
petitioner for use in the decision of this public hearing.
This meeting was an open meeting and legally posted.
Upon a motion made by Ms. O'Connor and seconded by Mr. Soule, the Board VOTED to
GRANT the variances as requested with the condition that the petitioner plant green
shrubbery on the North side of the property. The vote was as follows: In favor,
Frank Serio, Jr., Chairman, William Sullivan, Walter Soule and Anna O'Connor. Mr.
Nickerson was opposed.
The meeting was adjourned at 5:30 p.m.
