Regular Meeting & Hearing
The BOARD OF APPEALS held their regular meeting on Monday evening, March 9,
1970 at 7:30 P.M. in the Town Office Building. The following members were present
and voting: Arthur Drummond, Chairmen; Daniel T. O'Leary, Secretary; Donald J.
Scott,. Philip Arsenault, Esq. and Donald J. Leonard.
There were four people present.
1. HEARING: Local 1365 Communications Workers of America.
Mr. O"Leary read the ~egal notice in the appeal of Local 1365 Communications
Workers of America AFL-CIO, requestion a varience under Sec. 7.5 of the Zoning
By-Law so as to permit the erection of a building to replace the present structure,
which will have a combination classroom and hall on the first floor and offices on
~the second floor on the premises, located at the east side of Osgood Street;
approx. 800 feet distant from the corner of Bradford Street and known as 1627
Osgood Street.
He also read the Building Inspector's refusal of a building permit because the
proposed structure would be nearer to the lot line then is allowed by the Zoning
By-Law.
Atty. John P. Ford represented the petitioner. Mr. Joseph Sweeney, president of
the organization was also present. Atty. Ford explained that the lot is 30,000
sq. ft. ~ith a frontage of 90 feet and widens to 109 feet - it is an elongated
lot and its shape makes this a hardship and it is necessary to build the structure
l0 feet from the sideline. The building would be ~0 feet front, 66 feet deep, 2
stories and 17 feet above grade; the first floor to be used as a combination
classroom and hall with offices on the second floor. The present structure is
inadequate to conduct the business representin~ 6500 production workers at Western
Electric Company. Mr. Sweeney said the old buzlding would be razed. It was a
3-story home in 1927 and it is not adequate for present day use. The two top
floors cannot be used end are in bad shape for remodelling. The most feasible
thing is to construct a new building. He said the reason for placing the building
as shown is because of a water problem end the need for access to the rear of the
building and to provide adequate parking area.
Mr. Farkas, an abutter, spoke in favor of the variance. A letter was received
from Henry Poulin, also an abutter, requesting that he be recorded in favor of
the variance. There was no opposition to the petition.
Mr. O'Leary made a motion to take the petition under advisement. Mr. Leonard
seconded the motion and the vote was unanimous.
Mr. O'Leary then made a motion to GRANT the variance, Mr. Leonard seconded the
motion and the vote was unanimous. The Board signed the necessary plans.
CONSERVATION COMMISSION:
A letter was received from the Conservation Commission relative to the
Watson gravel pit and whether or not they were complying with the restrictions
set out by the Board for the special permit. A copy of the letter will be sent
to the Building Inspector with the request that he submit a report at the next
meeting.
The meeting adjourned at 8:30 P.M.
