HomeMy WebLinkAbout1995-12-11 Board of Selectmen Minutes BOARD OF SELECTMEN MINUTES DECEMBER 11, 1995 CALL TO ORDER: John Leeman, Chairman, called the meeting to order at 7:00 PM. ATTENDANCE: The following were present: John Leeman, Chairman; Kenneth C. Crouch; Kevin Foley; John Savastano; Donald Stewart; Kevin Mahoney, Director of Finance &Administration, Interim Town Manager. INTERVIEW- TOWN MANAGER- CANDIDATE: Robert J. Halpin-The Board of Selectmen interviewed Robert J. Halpin for the position of Town Manager. APPOINTMENT OF ROBERT J. HALPIN- TOWN MANAGER: John Savastano made a MOTION, seconded by Donald Stewart,to appoint Mr. Robert J. Halpin as Town Manager for the Town of North Andover, as soon as possible; vote approved 5-0. Kenneth Crouch made a MOTION, seconded by Kevin Foley,to authorize John Leeman, Chairman, and John Savastano to negotiate the proper terms of an employment agreement with Mr. Halpin and to bring this agreement back for the Board's ratification; vote approved 5-0. COMMUNICATIONS &ANNOUNCEMENTS: Kevin F. Mahoney, Interim Town Manager, discussed the Communications and Announcements with the Board and the following actions were taken: Town Meeting Warrant-Dates for Submitting Articles -Kevin Foley made a MOTION, seconded by John Savastano,to approve the time frame, as proposed by the Interim Town Manager, for the submission of warrant articles and to approve the dates to open and close the warrant for the May, 1996, Annual Town Meeting; vote approved 5-0. Parking Area- Stevens Estate n, Osgood Hill -John Savastano made a MOTION, seconded by Kevin Foley,to authorize the Town to move forward with the plan to construct a parking area on Osgood Street at the Stevens Estate @ Osgood Hill, as recommended by the Technical Review Committee; vote approved 5-0. APPROVAL OF MINUTES: November 17, 1995 -November 27, 1995 -Kevin Foley made a MOTION, seconded by Donald Stewart,to approve the minutes of November 17, 1995, as submitted, and November 27, 1995, with the change requested by Kenneth Crouch; vote approved 5-0. PUBLIC COMMENT: Kevin Foley thanked Kevin F. Mahoney, Interim Town Manager, for the excellent job he had done in his capacity as the Interim Town Manager. Mr. Foley stated that Mr. Mahoney's service has been a credit to the community. LICENSING COMMISSIONERS: Kenneth Crouch made a MOTION, seconded by John Savastano,to move into Licensing; vote approved 5-0. Continuation of Public Hearing from November 27, 19965 -Richdale Dairy Stores, 4 Main Street, Request for 24 Hour Operation on Common Victualler's License -A letter was received from a Ms. Sara Kilkenny expressing concern regarding setting a precedential effect to granting a 24 hour license on Main Street, as well as concern for her neighborhood nearby. Kevin Foley made a MOTION, seconded by John Leeman,to approve the 24 hour licensed operation requested by Richdale Dairy Stores at 4 Main Street, and that this 24 licensed operation is to be brought back before the Board of Selectmen in six months for review by the Board; vote approved 5-0. Request from Michael A. Reppucci, Algio Inc., d/b/a Orzo Cafe Trattoria for a Restaurant-All Alcoholic Beverages License, 1077 Osgood Street-John Savastano made a MOTION, seconded by Kenneth Crouch, to grant this license; vote approved 5-0. Annual License Renewals - 1996 -John Leeman made a MOTION, seconded by Kenneth Crouch,to waive the fee for the 1996 Licenses for the following establishments due to the fact that these establishments were not in operation in 1995: Fuddruckers Lobster Claw Perfectos Andover Liquors Orzo Cafe John Leeman made a MOTION, seconded by Kenneth Crouch,to grant all license renewals as requested except for the following establishments; vote approved 5-0. John Savastano made a MOTION, seconded by Kevin Foley,to move back into regular session; vote approved 5-0. 1996 BOARD OF SELECTMEN'S MEETING SCHEDULE: John Savastano made a MOTION, seconded by Kenneth Crouch,to approve the proposed meeting schedule except to change the April 1, 1995, meeting to April 2,1995; vote approved 5-0. DISCUSSION- BOARD OF SELECTMEN MEETINGS TO BE HELD AT THE STEVENS MEMORIAL LIBRARY -Kenneth Crouch made a MOTION, seconded by Donald Stewart,to schedule the first three meetings in 1996 to be held at the Stevens Memorial Library. If this meeting room proves to be successful,the Selectmen's meetings will be held at that facility; vote approved 5-0. COMMITTEE TO STUDY EMPLOYEE FRINGE BENEFITS: Kevin Foley made a MOTION, seconded by Kenneth Crouch,to appoint George Ellison and Wendy Girroir to the committee to study employee fringe benefits; vote approved 5-0. LOCAL ARTS COUNCIL APPOINTMENTS: John Savastano made a MOTION, seconded by Kevin Foley,to appoint the following to the Local Arts Council; vote approved 5-0. WINTER PARKING BAN- BEVERLY STREET: Kenneth Crouch made a MOTION, seconded by John Savastano,to allow the residents of Beverly Street to park on one side of the street on the sidewalks during snow emergencies;this notification is to be placed in the newspaper; and the Police Chief and the Director of Public Works are to recommend which side of the street to allow parking on; vote approved 5- 0. SCHEDULE OF PUBLIC HEARING- E 911 STREET RENAMING AND RENUMBERING: Kevin Foley made a MOTION, seconded by Donald Stewart,to set the public hearing for the street renaming and renumbering to be January 24, 1996, at the North Andover Middle School; vote approved 5- 0. AUTHORIZATION TO RENEW STATE AID ANTICIPATION NOTES: John Savastano made a MOTION, seconded by Kenneth Crouch,to authorize the Town Treasurer to renew State Aid Anticipation Notes in the amount of$ 228,252 at 3.78%; vote approved 5-0. HUNTING BAN- STEVENS ESTATE (i� OSGOOD HILL: Kenneth Crouch made a MOTION, seconded by John Savastano,to authorize the Director of Public Works to post the appropriate signs to eliminate hunting on this property; vote approved 5-0. The Board also requested that the Public Works Director petition the State to allow the Town to post"No Parking" signs along Route 125 to not allow parking on the land along this property. EXECUTIVE SESSION: John Savastano made a MOTION, seconded by Kevin Foley, for the Board of Selectmen to move into Executive Session for the purposes of discussing ongoing Northeast Solid Waste Committee litigation negotiations as well as to update Public Works Collective Bargaining negotiations; vote approved 5-0. The Board members were individually polled and voted unanimously to move into Executive Session. There were no votes to report while in Executive Session.
