CALL TO ORDER: John Leeman, Chairman, called the meeting to order at 7:35 PM.
ATTENDANCE: The following were present: John Leeman, Chairman; Kenneth Crouch; Kevin Foley;
Donald Stewart; (John Savastano not present); Kevin Mahoney, Director of Finance & Administration,
Interim Town Manager.
PUBLIC HEARING - STREET RENAMING - STREET NAME APPROVAL POLICY: Richard
Boettcher, Supervisor, Central Dispatch, presented the request that the Selectmen rename and renumber
some roadways within the Town of North Andover. Mr. Boettcher's presentation surrounded public safety
concerns relative to street names which may cause confusion with the Central Dispatch Center. Questions
and comments were taken from the Board, as well as residents at the hearing. There were comments
opposed and in support to the proposal to rename the streets.
Kenneth Crouch made a MOTION, seconded by Donald Stewart,to take no action on changing street
names in the Town of North Andover, at this time, and instruct the Town Manager and the Dispatch
Supervisor to bring forward a list of streets with"identical street names", in compliance with the Enhanced
911 Notebook.
Further moved that by unanimous voluntary consent of property owners of a particular street,that street
name may be changed to any other acceptable name with approval of the Board of Selectmen.
Further moved to have the Town Manager, Police Chief, Fire Chief and Dispatch Supervisor to make the
appropriate procedural changes within the Dispatch Department,that will insure the continued safety of the
citizens of North Andover. These changes could include the use of identifying landmarks, denotations such
as North, South, East and West, street name designators or any other procedure the Town Manager, Police
Chief, Fire Chief and Dispatch Coordinator deem necessary.
Further moved to immediately institute a policy that requires the approval of the Building Inspector,the
Police Safety Officer, and the Dispatch Supervisor for all new street names and street numbering in North
Andover.
Motions approved-4-0.
ADJOURNMENT: There being no further business,this meeting adjourned at approximately 8:40 PM.
