CALL TO ORDER: John Leeman, Chairman, called the meeting to order at 6:30 PM.
ATTENDANCE: The following were present: John Leeman, Chairman; William B. Duffy, Jr.;Donald Stewart;
David Torrisi; (Kevin Foley arrived during this meeting);Robert J. Halpin, Town Manager; and Kevin Mahoney,
Director of Finance&Administration.
ARTICLE#22-AMEND ZONING BYLAW. ADD NEW SECTION 8.8,ADULT USE ZONE:
William Duffy made a MOTION, seconded by Donald Stewart,to support Article#22 -Amend Zoning Bylaw-
Add New Section 8.8, Adult Use Zone,with the deletion of three lots on Holt Road;vote approved 4-0.
ARTICLE#6-AMEND ZONING BYLAW-ADD NEW SECTION 8.7-"GROWTH MANAGEMENT":
David Torrisi made a MOTION, seconded by William Duffy,to support the amendment to the Growth
Management Bylaw;vote approved 3-0-1 (Donald Stewart abstained).
ARTICLE#35-STREET ACCEPTANCE-PORTIONS OF BLUE RIDGE ROAD,SOUTH BRADFORD
STREET AND LANCASTER ROAD: William Duffy made a MOTION, seconded by Donald Stewart,to
recommend favorably on the acceptance of Blue Ridge Road, South Bradford Street and Lancaster Road;vote
approved 5-0.
ARTICLE#29-STREET ACCEPTANCE-BREWSTER STREET: William Duffy made a MOTION,
seconded by David Torrisi,to recommend unfavorably on the acceptance of Brewster Street; Vote approved; 2-1-1
(Donald Stewart opposed and John Leeman abstained).
ARTICLE#30-STREET ACCEPTANCE-JERAD PLACE ROAD- ARTICLE#31 -STREET
ACCEPTANCE-SUGARCANE LANE-ARTICLE#32-STREET ACCEPTANCE CANDLESTICK
ROAD-ARTICLE#33-STREET ACCEPTANCE-CANDLESTICK ROAD: William Duffy made a
MOTION, seconded by David Torrisi to recommend unfavorably on the acceptance of Jerad Place Road, Sugarcane
Lane, Candlestick Road(Article 32), and Candlestick Road(Article 33);vote approved 5-0.
ARTICLE#36-ACQUISITION OF EASEMENT-CHARLES A. & SUSAN S.PAPALIA AND ARTICLE
#37-ACQUISITION OF EASEMENT-ADAM R OATES: William Duffy made a MOTION, seconded by
Kevin Foley,to favorably recommend Articles 36 and 37;vote approved 5-0.
ARTICLES#38-44-ACQUISITION OF EASEMENTS: William Duffy made a MOTION, seconded by
Kevin Foley,to defer action on the following articles:
Article#38 -Acquisition of Easements-Old North Andover Realty Trust
Article#39 -Acquisition of Easements- Stewart M. Gutoff and Taryn M. Gutoff
Article#40 -Acquisition of Easements-David L. Tromtino and Judith W. Trombino
Article#41 -Acquisition of Easements-Hope P. Woodward
Article#42 -Acquisition of Easements-David S. Bushy and Lisa P. Bushy
Article#43 -Acquisition of Easements-George H. Ellison, Jr. And Donna M. Ellison
vote approved 5-0.
