CALL TO ORDER: Kevin Foley, Chairman, called the meeting to order at 7:30 PM.
ATTENDANCE: The following were present: Kevin Foley, Chairman;William B. Duffy, Jr.;
John Leeman ; Donald Stewart; David Torrisi; Robert J. Halpin, Town Manager; Kevin F. Mahoney,
Director of Finance &Administration; and Richard M. Stanley, Chief of Police.
NORTH ANDOVER POLICE DEPARTMENT: NEMLEC Agreement- Chief Stanley presented an
overview of activity in the NEMLEC program, an inter-municipal law enforcement program. North
Andover's participation in that program will expire in December unless the Selectmen reauthorize. The
Board asked the Chief to prepare a simple summary of activity in the program for their August 26, 1996,
meeting and if it confirms the Chief s verbal report,they will vote to reauthorize at that time.
FY 1997 Budget and Staffing Levels -The Chief, prior to working through the FY 1997 budget and
staffing levels, announced that the Town had been awarded a$464,000 grant to hire seven police officers.
The Board then held a work session with the Chief to better understand the staffing levels we are currently
trying to maintain and areas in which the budget is currently under funded. No actions were taken other
than the discussion.
Police Employee, Management Improvement Project-The Board discussed the Request for Proposal with
Chief Stanley. No action was taken since some members had not received the advanced distribution. The
Chief indicated that the RFP was acceptable and the Town Manager will confer with the Board to assure
that it is satisfied prior to releasing it.
The meeting adjourned at 9:30 PM.
