HomeMy WebLinkAbout1996-12-16 Board of Selectmen Minutes BOARD OF SELECTMEN MINUTES DECEMBER 16, 1996 CALL TO ORDER: Kevin Foley, Chairman, called the meeting to order at 7:30 PM. ATTENDANCE: The following were present: Kevin Foley, Chairman;William B. Duffy, Jr.; John Leeman; Donald Stewart; David Torrisi; and Robert J. Halpin, Town Manager. COMMUNICATIONS,ANNOUNCEMENTS & PUBLIC COMMENT: John Leeman-Donation of Salary-Mr. Leeman donated$ 400 to the Recreation Department and$ 400 to the Youth Services Department. Donald Stewart made a motion, seconded by David Torrisi,to accept these donations on behalf of the Recreation and Youth Services departments; vote approved 5-0. It was noted that earlier this Mr. Leeman previously donated$ 1,000 to the Senior Center building fund and$ 750 to the North Andover Improvement Society for the Memorial Park restoration. Announcements -Mr. Foley reminded the Board that they are meeting at 7:00 PM tomorrow at the Division of Public Works to review division budgets for Fiscal Year 1998 and on December 18 at 7:00 PM the Board is invited to participate on the `Sports `n Things' show on Channel 46. LICENSING COMMISSIONERS: John Leeman made a motion, seconded by Donald Stewart, for the Board to move into licensing; vote approved 5-0. Request for a Club All Alcoholic Beverages License -Marlene Grace Rotering, Manager-Edgewood Retirement Community- 575 Osgood Street-Attorney Clifford Elias, representing Edgewood presented the following documents to finalize the application package: Certificate of Secretry, Articles of Organization, and Certificate of Incorporation of the Secretary of State's Office. John Leeman made a motion, seconded by Kevin Foley,to approve the granting of this license; vote approved 5-0. The license will become effective in 1997. Request for a Package Goods Store Wine &Malt Beverages -Mathew Xenakis, Manager-J &M Inc. Miltiadis - 701 Salem Street-Kevin Foley made a motion, seconded by John Leeman,to approve this license request contingent upon receipt of the CORI check; vote approved 5-0. This license is effective in 1997. Mr. Leeman requested an explanation for the board not receiving the Police Department recommendation nor the CORI check for this application. Request for Permission to Change Manager,North Andover Country Club - Change Manager from Richard Kapelson to Jean N. Bergeron-John Leeman made a motion, seconded by Kevin Foley,to approve the North Andover Country Club Change of Manager request from Richard Kapelson to Jean N. Bergeron; vote approved 5-0. This change will be effective in 1997. Stevens Estate n, Osgood Hill -Request for One Licenses - John Leeman made a motion, seconded by Kevin Foley,to approve the following one day licenses for the Stevens Estate @ Osgood Hill; vote approved 5-0. Kevin Foley made a motion, seconded by John Leeman,to deny this request to extend the hours on New Year's Eve for the Orzo Cafe; vote approved 5-0. Kevin Foley made a motion, seconded by David Torrisi,to approve the change of hours for Orzo Cafe Tratorria, 1085 Osgood Street,to close at 1:00 AM (changed from 12:30 AM); vote approved 5-0. Explanation of hours for New Year's Eve -December 31, 1996 closes at 12:30 AM, January 1, 1997, closes at 1:00 AM. 1997 License Renewals and Requested Amendments - Common Victualler-The Cafe -Kevin Foley made a motion, seconded by John Leeman,to approve the following license change -The Cafe' -208 Sutton Street- Change Hours - (From 6:00 a.m.- 6:00 p.m.)to 7:00 a.m. - 4:00 p.m. Lobster Claw-Kevin Foley made a motion, seconded by John Leeman,to approve the following license change -Lobster Claw Seafoods of North Andover- 1077 Osgood Street- Change Hours - (From 10:00 a.m.- 7:00 p.m. Tues. - Sat., Sun. Gildea Hall added one machine,Ash Center added one machine for a total of 8 machines. The following establishments are requesting waivers on the 1997 renewal fees. John Leeman made a motion, seconded by Kevin Foley,to waive the following 1997 license fees assuming that the fees were paid in 1996; vote approved 5-0. Little Richard's Road House - 3 Automatic Amusement Devices Granted 11/18/96. Mobil Mart - 12 Mass Ave -Not completed. Common Victualler License granted 10/21/96.
