CALL TO ORDER: Kevin Foley, Chairman, called the meeting to order at 6:30 PM.
ATTENDANCE: The following were present: Kevin Foley, Chairman;William B. Duffy, Jr.;
John Leeman; Donald Stewart; David Torrisi; and Robert J. Halpin, Town Manager.
This was an informal but still public meeting with the town Division Directors that was held at the Stevens
Estate at Osgood Hill. Mr. Halpin and Lyle Kirtman, Future Management Systems, and organizational
consultant, led a strategic planning discussion between the Board of Selectmen and the Division Directors.
The goal was to improve communication between the two groups with the ultimate purpose to improve the
efficiency of town government and make it a more customer service organization. No motions were made
and no formal votes were taken at this meeting.
