CALL TO ORDER: John Leeman, Chairman, called the meeting to order at 7:30 PM.
ATTENDANCE: The following were present: John Leeman, Chairman; Kenneth Crouch; Kevin Foley;
Donald Stewart; (John Savastano not present); Robert J. Halpin, Town Manager; and Kevin Mahoney,
Director of Finance &Administration.
The Board of Selectmen met to review and discuss proposed operating budgets for the Police Department,
Fire Department, and portions of the Division of Public Works.
Police Department- Chief Stanley and Lt. Annson discussed the proposed Police Department budget in the
amount of$ 2,444,730.92. This budget proposal includes three new civilian positions which will result in
three additional police officers to be back on the street. These proposed positions are: Community
Policing Liaison, Attorney, and Business Manager.
Fire Department - Chief Dolan discussed the proposed Fire Department budget in the amount of
$ 2,659,886.86. This budget proposal includes the restoration of four positions which were cut in 1991.
These positions include two firefighters to add to manning of ambulance during days, one Deputy Chief,
and one Firefighter to add to fire prevention.
Public Works -George Perna, Public Works Director, discussed proposed portions of the Fiscal Year 1997
budget request. The proposed budget indicated several additional positions in several primary service
areas, which included two additional laborers to improve response time on general complaints and requests
for service.
EXECUTIVE SESSION: Kevin Foley made a MOTION, seconded by Donald Stewart,that the Board of
Selectmen enter into Executive Session for the purpose of discussing strategy with respect to collective
bargaining regarding the Communications Officers' contract; vote approved 4-0.
The Chairman announced that at the conclusion of the Executive Session,the Board would not reconvene
in public session; vote approved 4-0.
ADJOURNMENT: This meeting adjourned at 10:00 PM.
