CALL TO ORDER: Rosemary Smedile called the meeting to order at 4:45 PM at The Stevens Memorial Library.
ATTENDANCE: The following were present: Rosemary Smedile, James Xenakis; Donald B. Stewart;Wendy
Wakeman; Susan Haltmaier; Mark Rees, Town Manager; Ray Santilli, Assistant Town Manager
COMMUNICATIONS,ANNOUNCEMENTS,AND PUBLIC COMMENT:
OLD BUSINESS:
Proposition 2 '/2 Override Question.
At the Board of Selectmen meeting of April 9, 2002,the Board voted to hold a special election on May 21, 2002.
The Board is being requested at this evening's meeting to approve the specific question or question(s)that will be
put on the May 21, 2002 ballot. Town Manager Mark Rees presented four different options as possible override
questions for the Board's consideration.
Wendy Wakeman made a MOTION, seconded by James Xenakis,to adopt Option 2 as an override question for the
May 21, 2002 election.
After discussion Wendy Wakeman withdrew her motion.
Susan Haltmaier made a MOTION, seconded by Donald Stewart,to adopt Option 1 for the override question; vote
approved 5-0.
Option 41 Shall the Town of North Andover be allowed to assess an additional $4,000,000 in real estate and personal
property taxes for the purposes of funding the operating budgets of the Town and the Public Schools for the fiscal
year beginning July 1, 2002.
Note: This single question override format provides the greatest f exibility to Town Meeting regarding how the
$4,000,000 would be allocated.
ADJOURNMENT: Donald Stewart made a MOTION, seconded by Wendy Wakeman,to adjourn the meeting at
5:30 PM;vote approved 5 — 0.
