HomeMy WebLinkAbout2002-05-28 Board of Selectmen Minutes BOARD OF SELECTMEN MINUTES May 28, 2002 CALL TO ORDER: Rosemary Smedile called the meeting to order at 5:30 PM at The North Andover High School. ATTENDANCE: The following were present: Rosemary Smedile, James Xenakis; Donald B. Stewart; Wendy Wakeman; Susan Haltmaier; Mark Rees, Town Manager; Ray Santilli, Assistant Town Manager. COMMUNICATIONS,ANNOUNCEMENTS,AND PUBLIC COMMENT: Wendy Wakeman made a MOTION, seconded by Susan Haltmaier,to take Item III out of order and move into Licensing; vote approved 5-0. LICENSING COMMISSIONERS: Wendy Wakeman made a MOTION, seconded by Susan Haltmaier,to approve a One-Day Malt&Wine License for Merrimack College/Mary Ellen Colliton, 315 Turnpike Street,North Andover, Sakowich Campus Center on June 8, 2002 from 6:00 p.m.-12:00 midnight; vote approved 5-0. Wendy Wakeman made a MOTION, seconded by Rosemary Smedile,to move out of licensing; vote approved 5-0. OLD BUSINESS: Wendy Wakeman made a MOTION, seconded by Susan Haltmaier,to take Old Business out of order and discuss request for$10,000 in HOME Funds-American Training, Inc; vote approved 5-0. Request for$10,000 in HOME Funds-American Training Inc. Arthur Brady of American Training submitted a Project Report. The construction and project budgeted for 20 Lincoln Street,North Andover represents estimated costs prior to competitive bidding and contracting procedures mandated by the U.S. Department of Housing and Urban Development. Costs may increase or decrease in the future depending on final more complete technical assessments, design and cost analysis. Estimated Acquisition Cost of the Property: $250,000 Estimated Direct Construction Cost 178,232 Estimated"Soft Costs" 50,000 Total Estimated Project Budget $478,232 The final purchase price of the property is dictated by a professional market appraisal following conditional funding by HUD. HUD will not pay for an acquisition price that exceeds current market value. This is subsidized housing and will fall under the Towns affordable housing. Susan Haltmaier made a MOTION, seconded by Wendy Wakeman,to approve the request for$10,000 in HOME Funds to American Training, Inc; vote approved 4-1. (James Xenakis opposed). Preparation for continued Town Meeting. Wendy Wakeman made a MOTION, seconded by James Xenakis,to endorse Option C-FY03 Town Manager's Budget proposal,to decrease fixed expenses group insurance by an additional $95,046 for a total reduction in group insurance of$284,313 for a total fixed expenses appropriation of$13,378,632; decrease education in North Andover Public Schools by an additional $148,574 for a total reduction in North Andover Public Schools of$1,617, 059 for a total education appropriation of$29,624,759; said amendment to the Finance Committee's amended recommended budget would decrease the amount to be raised by an additional $243,620 or a total decrease of$2,995,702 for a total raise of$57,710,152; and further to reduce the tax rate, reduce the Finance Committee's amended recommended budget appropriation from the Stabilization Fund by$243,620 from$543,620 to $300,000;vote approved 3-2. (Susan Haltmaier and Donald Stewart opposed). Board of Selectmen Minutes May 28, 2002 Page 2 Bernice Fink of the Finance Committee stated in the Capital Budget there is no money being spent on capital items and 2 to 3%of the budget was to take care of the infrastructure. All the money has been put on debt and not on the infrastructure. ADJOURNMENT: Rosemary Smedile made a MOTION, seconded by James Xenakis, at 6:20 PM to continue the meeting at the Annual Town Meeting; vote approved 5 — 0.
