HomeMy WebLinkAbout2002-09-03 Board of Selectmen Minutes BOARD OF SELECTMEN MINUTES September 3, 2002 CALL TO ORDER: Rosemary Smedile called the meeting to order at 7:00 PM at Stevens Memorial Library. ATTENDANCE: The following were present: Rosemary Smedile, Chairman; James Xenakis, Donald B. Stewart, Wendy Wakeman, Susan Haltmaier, Mark Rees, Town Manager. EXECUTIVE SESSION: Wendy Wakeman made a MOTION, seconded by Susan Haltmaier to move into Executive Session to discuss Campion Hall. The Board of Selectmen was individually polled and each voted to move into Executive Session. Chairman Smedile stated the Board would be returning to Open Session after the Executive Session. LICENSING COMMISSIONERS: Susan Haltmaier made a MOTION, seconded by Wendy Wakeman to take out of order Licensing. Vote approved 5-0. Susan Haltmaier made a MOTION, seconded by Wendy Wakeman to move into Licensing. James Xenakis made MOTION, seconded by Wendy Wakeman to approve the following one-day liquor licenses; Vote approved 5-0. Stevens Estate- One Day Liquor Licenses 1. Kerry/Ducharme Wedding September 7, 2002 3:00-10:30 p.m. All Alcohol 2. Katie Clement Wedding September 14, 2002 6:00-12:00 a.m. All Alcohol 3. Julio Duprez Wedding September 21, 2002 4:00-11:00 p.m. All Alcohol Wendy Wakeman made a MOTION, seconded by Susan Haltmaier to move out of licensing. Vote approved 5-0. OLD BUSINESS: Water Use Restrictions: William Hmurciak, Director of Public Works stated that because of the lack of rain that the Town's water supply is in the Drought Warning Stage. The recommended action is that the Town implement mandatory conservation measures by limiting outside water use to before 7:00 a.m. and after 7:00 p.m. and allowed only on odd or even numbered days to coincide with the residents odd or even address numbers. After discussion, Wendy Wakeman made a MOTION, seconded by Susan Haltmaier to re-establish the restrictions for the use of Town Water. Vote approved 4-0-1. Donald Stewart abstained. Riverbend Crossing: The Town Manager reported that he spoke with Jim Sheridan, developer, about the possibility of making 10% or five of the housing units "affordable" in the context of Chapter 40B. The developer has turned down the Town's request. Mr. Sheridan's Attorney, Domenic J. Scalise stated that he has been in contact with local state legislators who support this development and will ask the Governor to file the appropriate legislation with both the Board of Selectmen Minutes September 3,2002 Page of 2 of 2 Senate and the House of Representatives. A letter of support from the Board of Selectmen must be included with the proposed legislation to proceed forward. After discussion, Wendy Wakeman made a MOTION, seconded by James Xenakis for the Town Manager to write a letter of support from the Board of Selectmen to proceed forward with this housing development. Vote approved 5-0. TOWN MANAGER'S REPORT: The Town Manager appointed a committee of Bill McEvoy, Lynn Savage and Kevin Foley to review proposals for architectural services related to the renovation of the Town Hall and to provide him with a recommendation as to who is best qualified. The Fire Chief, in conjunction with the Police Department, Senior Center and Library, has been planning a town observation of the one-year anniversary of the September 11 terrorist attack. Chief William Dolan gave an overview of the planned observance. Wendy Wakeman made a MOTION, seconded by Donald Stewart to accept the 911 recognition and remembrance observance protocol submitted by the Fire Chief. Vote approved 5-0. Division Directors have submitted their written objectives for FY03 to the Town Manager, He will meet them next week to discuss the objectives in more detail after which the final version will be presented to the Board of Selectmen. ADJOURNMENT: Wendy Wakeman made a MOTION, seconded by Susan Haltmaier to adjourn the meeting at 7:55 p.m. Vote approved 5-0. Adele J. Johnson Administrative Secretary James M.
