HomeMy WebLinkAbout2004-02-02 Board of Selectmen Minutes BOARD OF SELECTMEN MINUTES FEBRUARY 2,2004 CALL TO ORDER: Wendy D.Wakeman called the meeting to order at 7:00 PM at the Steven's Memorial Library. ATTENDANCE: The following were present: Wendy Wakeman, Chairman; Rosemary Smedile; James Xenakis; Mark J.T. Caggiano; Mark Rees, Town Manager, Ray Santilli, Assistant Town Manager. NOTE: Donald Stewart was absent. EXECUTIVE SESSION: James Xenakis made a MOTION, seconded by Mark Caggiano, to move into Executive Session to discuss Pending Litigation: Benjamin Farnum vs. 115 Trust, et al. The Board of Selectmen was individually polled and each voted unanimously to move into Executive Session. Vote approved 4-0. COMMUNICATIONS,ANNOUNCEMENTS,AND PUBLIC COMMENT: The Town Manager recommended that the Board of Selectmen appoint Julie Parrino to be a member of the Merrimack Valley Regional Transit Authority. Rosemary Smedile made a MOTION, seconded by James Xenakis, to appoint Julie Parrino to be a member of the Merrimack Valley Regional Transit Authority. Vote approved 4-0. CONSENT ITEMS: Rob and Kim Cheevers request permission to use the Old Center Common from 8:00 AM to 12:30 PM on Saturday, May 15, 2004 for the Cystic Fibrosis Walk-a-thon. Mark Caggiano made a MOTION, seconded by Rosemary Smedile, to approve the request for the Cystic Fibrosis Walk-a- thon. Vote approved 4-0. NEW BUSINESS: Request for Technical Assistance from the Department of Revenue. The Town Manager and Joyce Hanlon, Director of Finance, met with Gerard D. Perry, Acting Deputy Commissioner of the Division of Local Services for the DOR to discuss matters of mutual interest between the DOR and the Town. The DOR offered the Town technical assistance in municipal financial operations. In order to access this technical assistance, the Board is requested to approve a letter to the DOR requesting them to conduct this study. Rosemary Smedile made a MOTION, seconded by Mark Caggiano, to approve a letter to the DOR requesting them to provide technical assistance in areas of financial operations. Vote approved 4-0. TOWN MANAGER'S REPORT: Selectman Smedile and Town Manager attended a dinner on Tuesday, January 27, 2004 sponsored by the Exchange Club and Wheelabrator of North Andover where Fire Lt.William Iminski and Police Officers Michael Davis and Charles Gray were honored as Firefighter and Police Officers of the Year respectively. Assistant Town Manager Ray Santilli and the Town Manager Mark Rees attended a demonstration day sponsored by the NEMLEC held on Wednesday, January 28, 2004. The Town Manager met with representatives of the Ridgewood Cemetery Association to discuss the possibility of the Town purchasing additional burial lots from indigent citizens and veterans. This matter may be brought up in the context of the Town's budget process for FY05. Fire Chief William Dolan said that the Town is the recipient of a grant from our insurance carrier, MIIA, to allow public safety employees to participate in an emergency vehicle driver-training program.
