HomeMy WebLinkAboutNovember 17, 2004 BOARD OF SELECTMEN MINUTES NOVEMBER 17,2003 CALL TO ORDER: Wendy D.Wakeman called the meeting to order at 6:00 PM at the Middle School Volunteer Room. ATTENDANCE: The following were present: Wendy Wakeman, Chairman; Rosemary Smedile; James Xenakis; Donald B. Stewart; Mark J.T. Caggiano; Mark Rees, Town Manager; Ray Santilli, Assistant Town Manager and Thomas Urbelis, Town Counsel. LICENSING COMMISSIONERS: Donald Stewart made a MOTION, seconded by Rosemary Smedile, to move into Licensing. Vote approved 5-0. Transfer of all Alcohol Beverages License Package Store Andover Liquors, Inc. to Tuscan Market Inc., d.b.a. The Vineyard, 554 Turnpike Street. Manager William M. Dwyer requested that the North Andover License Commissioners approve the transfer of an All Alcoholic Beverages License Package Store to the Vineyard. Wendy Wakeman made a MOTION, seconded by Rosemary Smedile, to approve the request. Vote approved 4-0-1. James Xenakis abstained. Mark Caggiano said approval is subject to CORI check. Wendy Wakeman made a MOTION, seconded by Mark Caggiano, to move out of Licensing. Vote approved 5-0. OLD BUSINESS: Warrant Article#1, Amendments to the General Fund Appropriation For FY04. Donald Stewart made a MOTION, seconded by Mark Caggiano, to recommend favorable action on Article#1. Vote approved 5-0. Article#2, Amendments to the Capital Improvement Plan Appropriation Article for FY04. James Xenakis made a MOTION, seconded by Rosemary Smedile, to recommend favorable action on Article#2. Vote approved 5-0. Article#7, Appropriation of Funds—New Fire Engine. Rosemary Smedile made a MOTION, seconded by Mark Caggiano, to recommend favorable action on Article#7. Vote approved 5-0. Article#8, Appropriation of Funds: -Special Commission to Study Adult Entertainment Facility. Rosemary Smedile made a MOTION, seconded by Donald Stewart, to recommend unfavorable action on Article#8. Vote approved 4-1. Mark Caggiano opposed. Article#21, Authorization to Lease Stevens Estate at Osgood Hill. Selectman Caggiano explained that he added a clause to the MOTION to protect the existing historic structure of the buildings. No Action taken. Article#10, Request that Zoning Board of Appeals Continue Its Hearing On Adult Entertainment Facility. Attorney Urbelis explained that the petitioner has made a slight change to Article#10. No Action taken. ADJOURNMENT: James Xenakis made a MOTION, seconded by Rosemary Smedile, to adjourn at 6:30 PM until 7:00 PM. Vote approved 5-0. Adele J.
