CALL TO ORDER: Rosemary Connelly Smedile called the continuation of the Selectmen's meeting,
which began on June 5, 2006 to order at 6:00 PM at North Andover High School, Room 1108.
ATTENDANCE: The following were present: Rosemary Connelly Smedile, Chairman; James Xenakis;
Daniel P. Lanen; Mark J.T. Caggiano; Thomas Licciardello; Mark Rees, Town Manager; Ray Santilli,
Assistant Town Manager; Joyce Bradshaw, Town Clerk; Town Counsel, Thomas Urbelis; Finance
Committee Member, Paul Stewart; and resident, Ted Tripp.
OLD BUSINESS:
Town Manager Mark Rees and Town Clerk Joyce Bradshaw reviewed possible dates for a Special Town
Meeting that was called by a petition of more than 200 signatures. State law requires that upon
submission of a valid petition, the Special Town Meeting must be held within 45 days.
After discussion of various budget options, including trash fees, overrides and other revenues, the Board
decided to make a decision on the date for the Special Town Meeting at their next scheduled meeting on
June 12, 2006.
Discussion continued on the unbalanced budget and possible problems if departments spend the money
under the "to be balanced budget" budget and additional revenues to balance the budget are not
forthcoming.
James Xenakis made a MOTION, seconded by Mark Caggiano, to require any new hires be approved by
the Board of Selectmen before hiring. The Board also decided to authorize the Town Manger to submit a
letter to the School Committee expressing their concerns about the precarious financial position the town
is in. Vote approved 5-0.
ADJOURNMENT:
Mark Caggiano made a MOTION, seconded by Thomas Licciardello, to continue the meeting in the high
school auditorium. Vote approved 5-0.
