HomeMy WebLinkAbout2007-05-21 Board of Selectmen Minutes BOARD OF SELECTMEN MINUTES MAY 21, 2007 CALL TO ORDER: Thomas Licciardello called the meeting to order at 6:00 PM at North Andover High School Lecture Hall. ATTENDANCE: The following were present: Thomas Licciardello, Chairman; Rosemary Connelly Smedile, James Xenakis; Daniel P. Lanen; Mark J.T. Caggiano; Mark Rees, Town Manager; Ray Santilli, Assistant Town Manager. COMMUNICATIONS,ANNOUNCEMENTS, AND PUBLIC COMMENT: The Chairman announced that they would be removing Item B: Land Acquisition from the Executive Session agenda. Ted Tripp of 262 Boston Street asked two questions: 1. Did the School Committee properly vote to give the town the Bradstreet School for municipal uses? 2. There was some confusion on the Selectmen's vote of the Override Ballot question and asked of the legality of the vote. Selectman Lanen said that he was initially confused but after reading the minutes, he agreed with the minutes as written of the motion of the override ballot question and date set for election. School Committee Chairman William Kelly said that the School Committee would be taking up the vote of the Bradstreet School at a meeting in the future. CONSENT ITEMS: The Fire Chief has requested the hiring of two firefighters as the result of the termination of an employee and the retirement of the chief. The Town Manager recommended the Board approve filling these vacancies. Mark Caggiano made a MOTION, seconded by Daniel Lanen, to approve the hiring of two firefighters. Vote approved 5-0. The Lions Club requested permission to hold its Annual Circus in August 12-19, 2007. Mark Caggiano made a MOTION, seconded by Daniel Lanen, to approve the request by the Lions Club to hold their Annual Circus in August. Vote approved 5-0. TOWN MANAGER'S REPORT: The Town Manager reminded the Board that the Memorial Day Parade would be held on Monday, May 28, 2007, starting at 10:00 a.m. forming at the Franklin School. EXECUTIVE SESSION: Mark Caggiano made a MOTION, seconded by James Xenakis, to move into Executive Session to discuss contract negotiations with non-union employees. Vote approved 5-0. The Board of Selectmen was individually polled and each voted to move into Executive Session. Daniel P. Lanen, yes; James Xenakis yes; Mark Caggiano yes; Rosemary Smedile, yes, and Thomas Licciardello yes. Vote approved 5-0. ADJOURNMENT: Mark Caggiano made a MOTION, seconded by Daniel Lanen, to recess the meeting and reconvene at 7:00 PM. at Town Meeting. Vote approved 5-0. Adele J.
