RE: N.ANDOVER - Metropolitan Boston/ 10 High Street Northeast Region North Andover, Massachusetts 01960 310 CMR 7.02 - Plans Approval Application No. MBR -85 -IND -028 FINAL APPROVAL Attention: Mr. Andrew Toth Gentlemen: The Metropolitan Boston/Northeast Region of the Department of Environmental Quality Engineering, in reply to a request dated April 10, 1985, and updated July 19, 1985 and December 20, 1985, has reviewed the plans, specifications, and the Standard Operating and Maintenance Procedures concerning the installation of a wave solder machine and associated equipment at Infinet, Inc. 10 High Street, North Andover,Massachusetts. The submitted information bears the seal and signature of Mr. Michael Angieri, Massachusetts P.E. No. 28886. A review of the submittal by Department engineers indicates that it concerns an application to install an oven, a wave solder machine, and a cleaning machine which are used in the printed circuit board finishing process. The oven is a Gruenberg Oven Company, Inc. Model No. KT45C175.5 lab oven which is used to dry printed circuit boards at a temperature of 450°F. The exhaust is handled by an ILG Industries Model No. MH1007 centrifugal fan having a rated capacity of 400 actual cubic feet per minute (ACFM) at 450°F. This fan provides a gas exit velocity of 19 feet per second through an 8 inch diameter stainless steel stack, the top of which is 73 feet above ground level. The boards are next placed in a Hollis Engineering Company Astra 400 Wave Solder Machine. The wave solder machine is expected to use 2 quarts per day of Kenco No. 590 wave solder oil and 1.5 quarts per day of Kenco No. 183 wave solder flux. The exhaust will be ducted to two United Air Specialists, Inc. SMOG HOG Model No. SH -10 -PE -XB electrostatic precipitators arranged in series, followed by a SMOG HOG Model No. SH -10 charcoal cabinet. The exhaust from the electrostatic precipitators and the charcoal cabinet is handled by an ILG Industries Model No. MH 1007 centrifugal fan with a capacity of 900 SCFM which is ducted to a stainless steel stack, the top of which is 73 feet above ground level. The stack has an exit diameter of 8 inches which provides a gas exit velocity of 45 feet per second. Emissions will consist of less than 5 pounds per day of isopropyl alcohol. The cleaning machine is a Hollis Engineering Company Polyclean II printed circuit board cleaner which washes the printed circuit boards with 160°F water to remove flux and loose solder from the boards. Emissions are handled by an ILG Industries Model No. 1007 centrifugal fan capable of exhausting 1200 ACFM through an 8 inch diameter stainless steel stack, the top of which is 73 feet above ground level. The gas exit velocity is 43 feet per second. Infinet, Inc. Page -2- The Department is of the opinion that the plans, specifications, and Standard Operating and Maintenance Procedures pertinent to the submittal are in conformance with current air pollution control engineering practice, and hereby grants FINAL APPROVAL for the project, as submitted, with the following provisos: 1. That this Regional Office will be notified in writing at the above address when the modification is complete and the unit is ready for continuous operation. 2. That should any nuisance condition(s) be generated by the operation of this facility, then appropriate steps will immediately be taken by Infinet, Inc. to abate the nuisance condition(s). 3. That the ability of the equipment to maintain an emission rate at or below the stated level be demonstrated when and if, in the opinion of the Department, such should prove necessary. Failure to comply with any of the above stated provisions will constitute a violation of the "Regulations," and can result in the revocation of the approval granted herein to operate the described equipment. The Department may also revoke this approval if the construction work is not begun within two years from the date of issuance of this approval, or if the construction work is suspended for one year. For Air Quality Control purposes, an Environmental Notification Form is not required for this action since it is categorically exempt pursuant to the Regulations Governing the Preparation of Environmental Impact Reports adopted by the Secretary of Environmental Affairs. This action has been determined to cause no significant damage to the environment. Please be advised that this approval does not negate the responsibility of the Infinet, Inc. to comply with this or any other applicable federal, state, or local regulations in the future.
