Dear Mr. Long:.. The Planning Board Held a public hearing on Monday evening, April 2,-1984 in the Town Office Meeting Room upon the petition -of Picwell- Builders, Inc., 1501 Main Street, Tewksbury. The hearing was duly-_ advertised in the North Andover Citizen on March 15 -and 22, 1984. All abutters were notified by mail.in accordance with M.G.L., Chp.40A, Section --9.-- The -following -Planning -Board members were present -and -voting: Michael- P.Roberts-, Vice_Chairman; John J. James, -- Jr Clerk;--Johr3.--_ Burke, and Erich-W.-Nitzsche. The petitioner_ seeks a Special Permit under Section 2.75 Driveways of the -Zoning ---:Bylaw which -requires a Special Permit to --allow the use of - one driveway --by more than -one lot. The-premises--is-known as Lot -A & B or= -10-12 and --14-16 -Ashland Street Lot ---A has -a -total area- of --19 , 468- s. f . with 52.84 -feet of frontage; and Lot B '271550-s.f. with -84:51 feet of frontage. Both lie within the Residential -4 zoning district. The Merrimack -River -is its northern_boundary... -At- the- hearing-; _-the_ applicant stated -the following: - -These -two--homes- have been --recently renovated and converted -to multi=- family dwelling units under Special Permit from the -North -Andover Board of Appeals. In the Permit it was required of the applicant to provide off-street parking to the rear of the building for use by the residents (two spaces for each unit,'totalling 16 parking spaces). -The-proposed_driveway-_will enter from Ashland -Street --on-- to Lot B.--- There. is noi.driveway access -from Ashland Street to. -Lot A at present._ Picwell Builders, Inc. April t, 1984 Pa4e 2 Upon a motipn-: made by Mr. Nitzsche and seconded by Mr. James the Board voted to grant to Special Permit requested, -subject to the following: 1. The applicant shall have his engineer dimension on the Common Driveway Plan dated 3/30/83, the distance between the house and driveway on Lot B, and parking spaces in the rear. 2. All drainage shall flow toward the Merrimack River. 3. A recorded easement plan shall be submitted to the Planning Board to ensure compliance with- the :Common Driveway Special Permit-, and subsequently submit the Registry of Deeds book and page. 4. The applicant shall provide a no -parking turnaround between Lot A & B - to be paved -and delineated 'no -parking'. 5. A site visit by -the Planning Board and Town Planner -shall be required to determine the existing o:>ndition of the -driveway and recommend 1" or 1z" minimum asphalt cover -to be applied over the parking area and drive 6. An as -built plan shall be submitted to the Planning Board showing the extern of --compliance with the:- Special. Permit approval.
