CALL TO ORDER: Clerk William Gordon called the meeting to order at 4:00 PM at Town Hall Meeting Room.
NOTE: Daniel Lanen was absent
ATTENDANCE: The following were present: William F. Gordon, Clerk; Tracy Watson, Licensing Chairman;
Rosemary Connelly Smedile, Donald Stewart, Mark Rees, Town Manager; Ray Santilli, Assistant Town
Manager.

NEW BUSINESS:
Police Chief Transition Process
The Town Manager asked the Board to consider a `lateral'transfer because the position of Police Chief is
within Civil Service and requires an affirmative approval of the Appointing Authority of both municipalities. The
"Request for Transfer" Form 9 is initiated, signed by the employee and the requesting municipality (Wareham)
with an effective date and must be signed by the current municipality (North Andover)then submitted to
Massachusetts Human Resources Division (HRD).
Chief Richard Stanley asked the Board to consider approving of the Lateral transfer with an effective date of
May 16, 2011. Chief Stanley said he would work closely with the Town Manager and his department and the
appointed interim chief to make a smooth transition and would be available for the Annual Town Meeting.
The Board asked Chief Stanley questions regarding his goals during the next 30 days during the transition
period and his expectations as a transition process to training an interim Police Chief within the department.
The Town Manager suggested posting a notice at the Police Station to see if an in-house person would be
interested in the position as interim Police Chief. A notice would be posted and sent by e-mail today and
interested people should respond by Friday, April 22, 2011. Interviews would be conducted in the following
week.
Human Resources Director Cathy Darby said she agreed that it makes sense to appoint an interim chief with
someone in the current department and would compose a list of questions for interviewing candidates. She
also said that this position should be opened up in the future for an appointment assessment process so the
Town would have the highest possible participation rate of qualified candidates apply for the position for a
permanent chief rather than closing it to just in-house personnel.
Donald Stewart made a MOTION, seconded by Rosemary Smedile, to accept the request of a Lateral Transfer
of Chief Richard Stanley as written by the Town of Wareham and the Town of North Andover with an effective
date of May 16, 2011. Vote approved 4-0.
Chief Richard Stanley thanked the Board for the lateral transfer and expressed his gratitude working in the
Town of North Andover and commended the town for being a well-oiled machine and very proud to have
served.
Donald Stewart made a MOTION, seconded by Rosemary Smedile, to authorize the posting for an interim
chief position with a closing date of end of business on Wednesday, April 20, 2011. Vote approved 4-0.

Rosemary Smedile made a MOTION, seconded by Tracy Watson, to adjourn the meeting at 4:30 p.m. Vote
approved 4-0.
