HomeMy WebLinkAbout2011-11-28 Board of Selectmen Minutes BOARD OF SELECTMEN MINUTES NOVEMBER 28, 2011 CALL TO ORDER: Acting Chairman William Gordon called the meeting to order at 7:00 PM at Town Hall Meeting Room. ATTENDANCE: The following were present: William F. Gordon, Clerk; Rosemary Smedile, Licensing Chairman; Donald Stewart, Raymond Santilli, Assistant Town Manager; and James Purcell, Interim Town Manager. EXECUTIVE SESSION: Donald Stewart made a MOTION, seconded by Rosemary Smedile, to move into Executive Session to discuss: Negotiations with Union and Non-Union Employees. Roll Call vote: William Gordon yes, Donald Stewart yes, Rosemary Smedile yes. Vote approved 3-0. Acting Chairman William Gordon declared that an open meeting may have a detrimental effect on the bargaining position of the Selectmen. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Donald Stewart made a MOTION, seconded by Rosemary Smedile, to approve the Executive Session Minutes of October 24, 2011. Vote approved 3-0. Donald Stewart made a MOTION, seconded by Rosemary Smedile, to approve the Open Session Minutes of November 7, 2011, as written. Vote approved 3-0. Executive Session Minutes of November 7, 2011. TABLED COMMUNICATIONS,ANNOUNCEMENTS, AND PUBLIC COMMENT: New Business Recognition The Board presented a Certificate of Appreciation to Van Otis Truffles, 27 Main Street for locating their business in North Andover. CONSENT ITEMS: VFW Donation to Fire Department The Fire Department has received a donation in the amount of$2,500 from the VFW to be used for upgrades to the Fire Station located at 9 Salem Street. The Board is asked to accept the donation. Rosemary Smedile made a MOTION, seconded by Donald Stewart, to accept the donation of$2,500 from the VFW to be used for upgrades to the Fire Station located at 9 Salem Street. Vote approved 3-0. Historical Drinking Trough TABLED LICENSING COMMISSIONERS: Donald Stewart made a MOTION, seconded by Rosemary Smedile, to move into Licensing. Vote approved 3-0. PUBLIC HEARING: Application for Livery License—Timothy Eatman, 77 Beverly Street Timothy Eatman is applying for a Livery License to transport customers to Airports and requesting permission to store his vehicle at 77 Beverly Street. Resident John McCarron of 75 Sterling Lane owns property on 122 Union Street and questioned the license due to limited parking on Beverly Street and asked the Board to check into a few things that the builder did at 114/116 Union Street; such as installing a fence on town property, a torn away sidewalk and occupancy permits for condos. Board of Selectmen Minutes November 28, 2011 2 Interim Town Manager James Purcell and Selectman Stewart are going to check on the Mr. McCarron's request and get back to him. Selectmen determined that this would not have any effect on the livery license at 77 Beverly Street. Donald Stewart made a MOTION, seconded by William Gordon, to approve the Livery License for one vehicle parked on the property and contingent on providing a copy of new driver's license to the Town Clerk by December 31, 2011. Vote approved 3-0. Donald Stewart made a MOTION, seconded by William Gordon, to move out of Licensing. Vote approved 3-0. NEW BUSINESS: Preliminary Discussion: FY12 Tax Classification Chief Assessor Garrett Boles provided the Board with spreadsheets calculating preliminary information regarding tax values, tax levy and estimated FY2012 tax rate for residential and commercial properties. The Board was asked to review this for a scheduled Tax Classification Public Hearing on December 5, 2011. Selectman Smedile requested a figure on the Debt Exclusion for the next meeting. Interim Town Manager Selectman Gordon announced that Interim Town Manager James Purcell's last day would be December 1, 2011 and new Town Manager Andrew Maylor would officially start full-time on December 16, 2011. Assistant Town Manager Ray Santilli will continue to function as Assistant Town Manager and any related duties until Mr. Maylor officially starts on December 16, 2011. Chairman Tracy Watson and Town Manager Andrew Maylor will decide if he wants to appoint Ray Santilli as an Interim Town Manager for two weeks prior to his arrival. Goodbye to Interim Town Manager James Purcell Selectmen thanked Mr. Purcell for coming to North Andover and for helping the Town during the transition and search for a new Town Manager. Town Employees are invited to stop by the Town Manager's office to say goodbye to James Purcell on Thursday, December 1, 2011, between 12:00—2:00 p.m. TOWN MANAGER'S REPORT: The sale of Surplus Vehicles/Items took place on Saturday, November 5th. A total of$40,572.19 was received for the vehicles/items in a sealed bid format. In accordance with the vote by the Board, the bids received for the Catch Basin Truck were rejected as they did not exceed the trade-in value previously obtained. ADJOURNMENT: Donald Stewart made a MOTION, seconded by Rosemary Smedile, to adjourn the meeting at 9:00 p.m. Vote approved 3-0. Adele J.
