HomeMy WebLinkAbout2012-02-06 Board of Selectmen Minutes BOARD OF SELECTMEN MINUTES February 6, 2012 CALL TO ORDER: Acting Chairman William Gordon called the meeting to order at 6:00 PM at Town Hall Meeting Room. ATTENDANCE: The following were present: William F. Gordon, Clerk; Rosemary Smedile, Licensing Chairman; Donald Stewart, Ray Santilli, Assistant Town Manager; and Andrew Maylor, Town Manager. Note: Chairman Tracy Watson was absent. EXECUTIVE SESSION: Rosemary Smedile made a MOTION, seconded by Donald Stewart, to move into Executive Session to discuss ongoing litigation, the discussion of which in open session may have a detrimental impact on the outcome of said litigation. Roll Call vote: Donald Stewart yes, Rosemary Smedile yes, William Gordon yes. Vote approved 3-0. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Rosemary Smedile made a MOTION, seconded by Donald Stewart, to approve the Open Session Minutes of January 23, 2012, as written. Vote approved 3-0. Rosemary Smedile made a MOTION, seconded by Donald Stewart, to approve the Executive Session Minutes of January 23, 2012. Vote approved 3-0. COMMUNICATIONS,ANNOUNCEMENTS, AND PUBLIC COMMENT: North Andover Council of Aging "Program of Excellence Award" Elders Affairs announced that the North Andover Council on Aging has received the "Programs of Excellence Award" in the category of education from the National Institute of Senior Centers. Outreach Coordinator Donna Delany is a trained facilitator running a free support program for Alzheimer's patients and their caregivers at the Senior Center along with 9 other facilitators. There is no other program like this north of Boston. This award was announced on January 12, 2012 and came as a surprise to North Andover's Senior Center. Passport Day in the USA 2012 Town Clerk Joyce Bradshaw announced that the Town of North Andover will participate in National Passport Day on Saturday, March 10, 2012, from 10:00 a.m. to 3:00 p.m. CONSENT ITEMS: Permission to put the RAISE Logo on the Town's Website The Building Respectful Community Committee (BRC) adopted the acronym R.A.I.S.E. which highlights the values that are instrumental in building a more respectful community. R.A.I.S.E. stands for Respect, Achievement, Inclusion, Service and Empathy. The committee started this symbol in the schools and is requesting that the Town adopt the logo and the philosophy it represents town wide, and respectfully request to display this logo on the North Andover's town website. Selectmen approved unanimously to display the R.A.I.S.E. logo on the Town's website. Acceptance of MGL c32B, sections 21-23— Municipal Health Insurance Reform Act The Town Manager explained that acceptance of these sections simply mark the beginning of the process to evaluate the impact of making changes to the benefit design of the town sponsored health insurance plans, including joining the GIC. Decisions regarding what, if any, changes should be made to the plans will follow during the next couple of months. If there is agreement to proceed at that time, then a committee of union representatives (and a retiree's representative)will be convened to negotiate the use of a portion of the savings. Board of Selectmen Minutes February 6, 2012 2 Rosemary Smedile made a MOTION, seconded by Donald Stewart, to elect to engage in the process to change health insurance benefits under M.G.L. c. 32B, sec. 21-23. Vote approved 3-0. Request to Decorate the Town Common for Homecoming for CPL Michael Hennessy The North Andover Patriotic Observance and Marching Committee requests permission to display an appropriate recognition on the Town Common from February 9— February 27, 2012 to welcome home another one of North Andover's resident serving in the US Marine Corps. Rosemary Smedile made a MOTION, seconded by Donald Stewart, to approve the display on the Town Common from February 9— February 27, 2012. Vote approved 3-0. Permit Request for"Walk for Youth", June 3, 2012 Social Programs Coordinator Micaela Tetrault requested permission to hold an event "Walk for Youth" on June 3, 2012 from 9:30-2:00 to start at the Town Common and follow the same route as the 4th of July road race. Rosemary Smedile made a MOTION, seconded by Donald Stewart, to approve a permit to hold the "Walk for Youth" on June 3, 2012, from 9:30-2:00 to start at the Town Common and follow the same route as the 4th of July road race. Vote approved 3-0. Release of Executive Session Minutes The Town Manager withdrew this from the Agenda Appointments Rosemary Smedile made a MOTION, seconded by Donald Stewart, to appoint Andrew Maylor to the Board of Trustees to the Affordable Housing Trust. Vote approved 3-0. LICENSING COMMISSIONERS: Donald Stewart made a MOTION, seconded by Rosemary Smedile, to move into Licensing. Vote approved 3-0. One Day Wine and Malt License at the Joseph N Harman Youth Center on March 10, 2012 William Gordon made a MOTION, seconded by Donald Stewart, acting as Licensing Commissioners to hereby grant a one day wine and malt license per M.G.L. c. 138, section 14 to Valerie Cinseruli, 10 Pine Ridge Road, North Andover, MA for use at an event to be held at the Joseph Herman Youth Center, located at 33 Johnson Street, on March 10, 2012 from 7:00 PM to 11:00 PM. The Board also agrees to waive the license fee of$100. Vote approved 3-0. Rosemary Smedile made a MOTION, seconded by Donald Stewart, to move out of Licensing. Vote approved 3-0. NEW BUSINESS: Town Manager's recommended FY13-17 Water& Sewer CIP The Town Manager Andrew Maylor presented his recommendations for the Water and Sewer FY13-19 Enterprise Capital Improvement Plans. There was an explanation of water maintenance and sewer infrastructure and the operating costs of each plan while building up a reserve. Donald Stewart made a MOTION, seconded by Rosemary Smedile, to accept the Fiscal 2013-2017 Water and Sewer Enterprise Fund Capital Improvement Plans as presented by the Town Manager and subject to change. Vote approved 3-0. TOWN MANAGER'S REPORT: Police and Fire Donation Report The Police and Fire Departments receive donations from various sources residents and businesses throughout the year. There was a discussion of how and where these funds could be used. Board of Selectmen Minutes February 6, 2012 3 Vacancies The Town Manager Andrew Maylor reported that he has filled two vacant positions in Town; a full-time Building Department Assistant and a temporary part-time Senior Center Program Assistant Appointments— Industrial Development Financing Authority This appointment was left vacant when the former Town Manager Mark Rees left town. The Town Manager Andrew Maylor is appointing himself to the Industrial Development Financing Authority to fill the vacancy. Greater Lawrence Technical School —Building Systems Feasibility Study The GLTS has approved a feasibility study to determine the appropriate scope of work to replace their HVAC system. The study will cost approximately $275,000 and will be funded from the school's current capital and reserve funds. Since the study will not require additional funding by the Town of North Andover, the Town Manger is recommending doing nothing at this time. Information Technology Consolidation —Phase II The Town Manager Maylor and Superintendent Hottel evaluated the consolidation of the Information Technology Department and the Town Manager's recommendation would be to separate the technology function into three parts. Everything within the classroom would be the responsibility of the school department. The general government would be serviced by the IT staff prior to consolidation, and the town-wide infrastructure, including schools, would be the responsibility of the IT Director reporting to the Town Manger. A contract between the town and the school would be executed explaining the responsibilities for each group so as to eliminate any conflict.
