HomeMy WebLinkAbout2012-03-12 Board of Selectmen Minutes BOARD OF SELECTMEN MINUTES MARCH 12, 2012 CALL TO ORDER: Chairman Tracy Watson called the meeting to order at 7:00 PM at Town Hall Meeting Room. ATTENDANCE: The following were present: Tracy Watson, Chairman; William F. Gordon, Clerk; Rosemary Smedile, Licensing Chairman; Donald Stewart, Ray Santilli, Assistant Town Manager; and Andrew Maylor, Town Manager. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: William Gordon made a MOTION, seconded by Donald Stewart, to approve the Open Session Minutes of February 27, 2012, as written. Vote approved 4-0. William Gordon made a MOTION, seconded by Donald Stewart, to approve the Executive Session Minutes of February 27, 2012. Vote approved 4-0. COMMUNICATIONS,ANNOUNCEMENTS, AND PUBLIC COMMENT: Selectman Smedile announced North Andover Restaurant Week will be March 25 thru March 29, 2012. Participating Restaurants are listed on the Town's website. Town Election Update Town Clerk Joyce Bradshaw provided information regarding the upcoming March 27, 2012, local election being held at the North Andover Middle School. New Business Recognition The Board of Selectmen presented Thyme Japanese Cuisine, 97 Turnpike Street a certificate of appreciation for locating their business in Town. CONSENT ITEMS: Eagle Scout Cameron MacDonald Project Proposal Cameron MacDonald presented an Eagle Scout project proposal to construct new signage located at Sharpners Pond Fields. Mr. MacDonald met with various town departments and received approvals for going forward with his project. Donald Stewart made a MOTION, seconded by Rosemary Smedile, to approve the Eagle Scout project by Cameron MacDonald to construct new signage at Sharpners Pond Fields. Vote approved 4-0. Timothy Roberts Reeling in a Dream Fund Fishing Derby, June 2, 2012 The Timothy Roberts Advisory Committee requested permission to hold the sixth annual fundraiser "Reeling in a Dream" Fishing Derby to be held Saturday, June 2, 2012 from 7:00 a.m. to 3:30 p.m. on Lake Cochichewick. Rosemary Smedile made a MOTION, seconded by William Gordon, to approve the Timothy Roberts Reeling in a Dream Fishing Derby to be held on June 2, 2012 from 7:00 a.m. to 3:30 p.m. on Lake Cochichewick. Vote approved 4-0. Timothy Roberts Tourney for Tim/Rockin for Roberts, August 11, 2012 The Timothy Roberts Advisory Committee requested permission to hold the eighth annual fundraiser to be held on Saturday, August 11, 2012 at the North Andover Middle School fields from 6:00 a.m. to 6:00 p.m. Rosemary Smedile made a MOTION, seconded by William Gordon, to approve the Tourney for Tim/Rockin for Roberts to be held on August 11, 2012 from 6:00 a.m. to 6:00 p.m. at the North Andover Middle School. Vote approved 4-0. Board of Selectmen Minutes March 12, 2012 2 North Andover Music Association 5K Road Race May 12, 2012 The North Andover Music Association, a parent support group, requests permission to hold a 5K road race on Saturday, May 12, 2012 to raise funds for musical instruments. William Gordon made a MOTION, seconded by Rosemary Smedile, to approve a permit request to the North Andover Music Association to hold a 5K road race on May 12, 2012 from 9:00 a.m. to 12:00 p.m. on the proposed route. Vote approved 4-0. Signing of Warrant for Town Election on March 27, 2012 William Gordon made a MOTION, seconded by Rosemary Smedile, to approve the March 27, 2012 Town Election Warrant as prepared by Town Clerk Joyce Bradshaw. Vote approved 4-0. LICENSING COMMISSIONERS: William Gordon made a MOTION, seconded by Rosemary Smedile, to open a meeting of the North Andover Licensing Commission. Vote approved 4-0. Bertucci's Restaurant "Change of Manager" Bertucci's Restaurant requested the approval from the Licensing Commission to change the manager from Steven R. Gerrish to Cathy-Jo Durant. William Gordon made a MOTION, seconded by Tracy Watson, acting as Licensing Commissioners, hereby approves the Change of Manager request of Bertucci's Restaurant of 435 Andover Street, North Andover from Steven Gerrish to Cathy-Jo Durant. Vote approved 4-0. William Gordon made a MOTION, seconded by Tracy Watson, to close the meeting of the North Andover Licensing Commission. Vote approved 4-0. NEW BUSINESS: FY13 General Fund Budget The Town Manager Andrew Maylor presented a detailed summary of the General Fund Budget and entertained questions from the Board. After the presentation he recommended that the Board forward the Budget to the Finance Committee immediately even if they plan to amend it prior to the expiration of the 30 day period. Rosemary Smedile made a MOTION, seconded by William Gordon, to accept the Town Manager's FY13 General Fund Recommended Budget with the caveat of making amendments as additional information comes forward. Vote approved 4-0. FY13 Water and Sewer Enterprise Budgets The Town Manager Andrew Maylor presented a detailed summary of the Water and Sewer Enterprise Fund Budgets and entertained questions from the Board. After the presentation he recommended that the Board forward the Budget to the Finance Committee immediately even if they plan to amend it prior to the expiration of the 30 day period. Rosemary Smedile made a MOTION, seconded by William Gordon, to accept the Town Manager's FY13 Water and Sewer Enterprise Fund Recommended Budgets with the caveat of making amendments as additional information comes forward. Vote approved 4-0. TOWN MANAGER'S REPORT: Appointments The Town Manager informed the Selectmen about making two appointments within the town. Richard Hancock has been promoted as Special Motor Equipment Operator at the Department of Public Works and Justin Lacolla has been hired to the position of Communications Officer with the Police Department. Utility Bills— Business Advertisements The Town Manager introduced a possibility of using advertisements and coupons inserted in the Town's utility bills. A copy of a potential bill was included for viewing and comments. Board of Selectmen Minutes March 12, 2012 3 Senior Work off Program — Recommended Changes The Town Manager recommended making changes to the Senior Work off Program. He is working with Elder Services Director Irene O'Brien and Assistant Town Manager Ray Santilli to make adjustments to the program by increasing the minimum wage reducing the hours worked and increasing the number of seniors into the program. Details are being worked out. ADJOURNMENT: William Gordon made a MOTION, seconded by Rosemary Smedile, to adjourn the meeting at 8:30 p.m. Vote approved 4-0. Adele J.
