In accordance with the Massachusetts Contingency Plan (MCP), Ransom Environmental
Consultants, Inc. (Ransom) has completed Immediate Response Action (IRA) activities
related to a release of Mineral Oil Dielectric Fluid (MODF) from a MECO box pad -
mounted transformer located at Site #26 in the North Andover Estates development in
North Andover, Massachusetts (the site). The MCP requires that the local chief municipal
officer and board of health be notified of a Response Action Outcome (RAO) to close
the site.
The IRA consisted of a reconnaissance of the release area, excavation of impacted media,
and laboratory analysis of soil samples. All activities were conducted in accordance with
the MCP and Massachusetts Department of Environmental Protection (MA DEP)
guidelines.
Based on information obtained during the IRA, it is Ransom's opinion that a condition of
"No Significant Risk" of harm to human health, safety, public welfare, and the environment
exists with regard to the release, and a Class A-2 RAO has been attained. Copies of the
RAO statement and summary report are available for public viewing at the MA DEP
Northeast Regional Office located at 10 Commerce Way in Woburn, Massachusetts.
