Rogers August 8, 1997 THOMAS L ROq= Admntiatnlof;'' Subject: Status: 6th Edition One and Two Family Dwelling Code, and; 6th Edition, Otherwise, and; Massachusetts/CARO MC 1995 Energy Code Implementation Dates OVERVIEW Chapter 36 - the One and Two Family Dwelling Code - of the 6th Edition of theState Building Code, mirrors 1995 CABO National Code language for many of its requirements and additionally sets fire protection regulations that require photoelectric smoke detectors, rather than ionization smoke detectors, when such detectors arc placed within twenty feet of a kitchen or bath (to minimize smoke detector`falseralarms which have historically resulted in the deliberate disabling of ionization smok_ a `detectors and consequent loss of early warning of a fire). Among the numerous 1995 CABO. requirements (but not limited to the following) directly adopted into Chapter 36 of the 6th Edition of the State Building Code,' the 1945 CABO National Code language would disallow a bedroom "EMERGENCY ESCAPE WINDOW" opening size of 3.3 square feet (historically accepted 'in Massachusetts) and require an opening size of 5.7 square feet; additionally, 1995 CABO criteria, as adopted" and relative to earlier editions of the State Building Code, poses im larger minimum �' A room sizes, higher ceiling heights, requires larger minimum interior door sizes, sets greater stairway headroom requirements and requires battery backup for multi -station hard -wired AC powered smoke detectors. Note that it has just recently been determined that availability of battery backed, multi - station AC powered photoelectric smoke detectors warrants delay in the implementation of this criteria until March 1, 1998 (manufacturers of such equipment indicate the March, 1998 date is achievable. For the November 1997 Code Change Hearing cycle, Home Builder Organizations are now filing Code Change proposals that would replace certain 6th Edition requirements. with 5th Edition requirements. Note that extension of concurrency of both 5th Edition and 6th Edition to March: l;' 1.998 applies only to the One- and Two -Family Article/Chapter of the Code (Article 34 of the 5th Edition or Chapter 36 of the 6th Edition). With the exception of the extended concurrency noted above, all other.AArticlestof the 5th Edition of the Sate Building Code are supplanted by the Wk ERiitipn4pf State Building Code, commencing August 28, 1997 (the last day of concurrency of both 5th Edition and 6th Edition is August 27, 1997). DETAIL: Please note that at a regular meeting of the Board of Building Regulations and, Standards (BBRS) held on Tuesday 29 July, 1997, the Board voted to amend its policy' relative to Chapter 36 of the 6th Edition as follows: The 5th and 6th Editions of the One and Two Family Dwelling Code (Article 34 and Chapter 36, respectively) will be concurrently effective until March 1, 1998, on which date, the 5w Edition One and Two Family Dwelling Code will be superseded by the 6th Edition. During the period of concu:Tency, the end user may elect to use either the 5th Edition One and Two Family Dwelling Code "in its entirety, or the 6th Edition One: and -Two Family Dwelling Code in its entirety. w` With the exception of the extended concurrency noted above, all other Articles of the 51b Edition of the Sate Building Code are supplanted by the 6th Edition of the State Building Code, commencing August 28, 1997 (the last day of concurrency of both 5th Edition and 6th Edition is August 27, 1997). Relative to implementation of the energy conservation requirements of the Massachusetts version of the CABO Model Energy Code (MEC) 1995 and as noted in an earlier memorandum, the BBRS, at its July 8, 1997 monthly meeting voted the following implementation date changes: rLm- (1) The implementation of MASSACHUSETTS/CABO MEC 95 requirements for new construction low-rise residential buildings (all residential USES up to 3 stories in height) has been changed from September 1, 1997 to Match 1, 199$_ to accommodate additional training of both Building Officials 'and Builder - a and',,� Contractors (between March 1, 1998 and January 1, 1999, window and door manufacturers may continue to establish "U* values for glazed products utilizing any testing method currently allowed by the 51h Edition of the Building Code (the current non -amended first issue of the 6th Edition also contains only 5th Editior'f`4*' Code requirements and does not yet specify Massachusetts/ CABO MEC 95 criteria). (2) The implementation of National Fenestration Rating Council (NFRC) listing and labeling of window assemblies for new construction low-rise residential buildings has been changed from September 1 Ga,7 4. 9 1 W %PGL""9,&Y 460 JLWWV. (3) The implementation of default "U" values for window assemblies that an not NFRC Hated/labeled has been changed from September 1, 1997 to January 1, 1999. (4) The implementation date for the requirement for NFRC listing/labeling of ."replacement windows" and the requirement that "replacement windows" have a maximum "U" value of 0.44 has been changed from September 1, 1997 to January 1, 1999.
