As you know, there is a shortage of decent low cost housing in North Andover. This project would allow the Town to provide reasonably priced rental housing, while improving the neighborhood. May 16, 1983 Joseph Giard 35-37 May Street Petition No. 27-183 The Board of Appeals held a public hearing on Monday evening, May 9, 1983 upon the application of Joseph Giard. The hearing was adver- tised in the North Anddver Citizen on April 21 and 28, 1983 and all abutters were notified by regular mail. The following members were present and voting: Frank Serio, Jr., Chairman; Alfred E. Frizelle, Esq., Vice Chairman; Richard J. Trepanier, Esq., Clerk; William J. Sullivan; and Augustine W. Nickerson. The petitioner.. -,seeks a variance from the provisions of Section 7, Para- graphs 7.1 and 7.2 and Table .2 of the Zoning By.Law to permit the division of a parcel of land into three parcels, each having less than the required area and frontage on premises located at 35-37 May Street. The petitioner testified that there is an existing two family dwelling on Lot 1 as shown on the plan and he proposes to construct two family dwellings on Lots 2 and 3. There are several similarly sized lots in the neighborhood. Upon a motion made by Mr. Trepanier and seconded by Mr. Frizelle, the Board voted unanimously to grant the variance, subject to the following conditions: 1. There be amply off-street parking for Lot 1. 2. There be a minimum of two (2) parking spaces per unit, located to the rear of the dwellings, for Lots 2 and 3. The Board finds that each of the conditions set forth in Section 10.4 of the Zoning By Law have been satisfied.
