RE: 462 Turnpike Street - Crescitelli
This memo is an enlargement of my previous memo of November
29 1994 concerning this site.
The results of the deep hole test which was done �on April
12 , 1993 showed that there was 10 inches of topsoil over 26
inches of subsoil. From 36 inches down to 84 inches the soil was
a mottled silty fine sand. The groundwater was at 36 inches.
When the percolation test was attempted on October 28; 1994 it
was this groundwater that interfered with the test causing the
test to be aborted.
Provided that a passing percolation test can be achieved on
the site, the size of the lot is probably sufficient to
accomodate a small septic system such as that required for a
small office building. This is, I believe, what the building has
been used for in the past.

Mr. Crescitelli approached me early in 1993 about the
property at 642 Turnpike Street, stating that he wanted to
purchase it and remodel it. He made an appointment for soils
testing which was carried out on April 12 , 1993 with Steve
D'Urso. We were unable to perform a percolation test due to a
high water table. Because of the size, shape and topography of
the lot and the high water table I repeatedly discouraged Mr.
Crescitelli from buying the land. I told him on the several
occasions when he came into the office that I believed it was
doubtful whether a septic system could be constructed on the site
and that I would not recommend his buying the land. Mr. D'Urso
also discouraged Mr. Crescitelli from buying the property. On
October 28 , 1994 Mr. D'Urso and I were again on the property
attempting to do a percolation test. Mr. Crescitelli was still
planning to remodel and was talking about adding a third
"bedroom" . Both Mr. D'Urso and I stated that if he were lucky
enough to be able to put in any septic system that he should
forget about a third bedroom. There were difficulties which
prevented us from carrying out an official test. However, we got
a sense that the soil was perking at approximately 28 minutes per
inch. At this rate, any septic system would have to be quite
large; this lot is simply too small to support a large septic
system.
I told the owner that there may be alternative technology
that might permit a form of subsurface disposal, however, these
systems are frequently very expensive, and it is possible that
DEP would still require a passing percolation test.
