A Release Abatement Measure(RAM)was undertaken at Ace Dry Cleaner located at the North Andover Plaza in July 2010. RAM activities that have been completed to date include the removal of contaminated soil from a "source area" identified under a dry cleaning machine inside Ace Dry Cleaners. In addition,'residual contaminated soil, and groundwater downgradient from the "residual source area", is continuing to be treated by injecting chemical oxidizing reagents to enhance the degradation of chlorinated organic compounds. In accordance with 310 CMR 40.0445,RAM.Status Reports, dated November 2010. through May 2015 have been prepared and submitted to the MADER In accordance,with 31.0 CMR 40.0480,an Initial Site Investigation has been performed at the above referenced location,and the site has been,classified as Tier U. A Phase II-Comprehensive Site Assessment Report and Phase III-Evaluation of Remedial Alternatives,were submitted to MADEP on 27 June 2012. On 1 June 2015, a RAM and Phase IV Completion Statement were submitted to the MADEP. Ace Cleaners and eight other dry cleaners across Massachusetts won the award as part of the Massachusetts Professional Wet Cleaning Workgroup. These small businesses made the switch from using the toxic substance perch loroethylene to Professional Wet Cleaning, a safer, water-based system that allows "dry-clean-only" clothes to be cleaned without toxic chemicals. The MVP2 awards celebrate the successes of innovators in the areas of pollution prevention and sustainability. The awards were presented during National Pollution Prevention Week, September 15 to 19. The owners of Ace Cleaners, Angela and Yong Kim (in photo), have been operating as a dedicated wet cleaning facility at 66 Peters Street `► in North Andover since November 2010. They were able to switch to the new technology with the help of a $17,000 grant from TURI. "rte In addition to creating a safer and healthier environment for employees and the community, the company is also saving money due to lower energy use, reduced chemical use, and elimination of hazardous waste disposal costs. They have hosted demonstration events to teach other dry cleaners about wet cleaning technology and continue to share their knowledge as members of the Professional Wet Cleaning Workgroup. In addition, potential vapor intrusion was addressed following the collection and .evaluation of groundwater samples, indoor air samples, and sub-slab soil gas samples. Site characterization,RAM, and IRA activities completed to date have resulted in: • Excavation and offsite disposal of VOC contaminated soil/source area from beneath the floor of the dry cleaner. • Confirmation,by soil gas,and soil and groundwater sampling and analyses,of'a residual VOC "source area" that is presently being treated in-situ with chemical oxidation reagents. Groundwater monitoring indicates that these injections have been effective in reducing the concentration of VOCs in groundwater onsite. Additional injection(s) and monitoring will be undertaken to degrade VOCs to levels below Method 1 GW-2 standards in onsite wells MW4- S;MW4-D,and MW10-WT. • Confirmation by soil sampling and analyses, of areas of elevated inorganics (arsenic and lead). However, based ' upon groundwater data collected to date, groundwater quality with respect to inorganics, does notappedr to be negatively impacted at this time. Analytical data confirms contaminated groundwater has migrated to ' the downgradient'property boundary,'but does not appear to extend off of the property, in the direction of groundwater flow. • Modifications to the Supercuts HVAC and venting systems, discontinued use of a perc-dry cleaning machine and the elimination of handling and storing tetrachloroethene at Ace Dry Cleaner, and the excavationand offsite disposal of VOC contaminated soil from beneath the floor of the dry cleaner, eliminated pathways for vapor migration from the dry cleaner into Supercuts hair salon. Confirmation by air sampling that vapor intrusion into Supercuts and Burger King is not detected, or detected at concentrations at , or below MADEP Commercial/Industrial-Threshold Values (TVS),.and KA-DEP Commercial/Industrial Indoor Air 24-hour Threshold Exposure Limits,(IELs). Confirmation by groundwater samples collected'upgradient of the residential properties indicate that vapor intrusion is unlikely. • Confirmation by surface water, catch basin and sediment sampling thata Substantia Release'Migration (SRM)has_ occurred.via the storm water drainage system and is being addressed by an IRA under a'separate tracking number, RTN,3-30575. Future activities to be completed at the site include: • Continuation of the RAM, including the monitoring of onsite groundwater, and additional rounds of chemical oxidation injections of sodium permanganate to further enhance the degradation of residual chlorinated compounds that have impacted water quality at the site. • Completion of the IRA to address the'-SRM and offsite migration of contaminated groundwater that appears to have infiltrated the onsite storm water drainage system. . • Continued evaluation of potential vapor issues/indoor air quality inside Supercuts,Burger King,the dry cleaner,and offsite residential/commercial properties by the collection of indoor air samples and future characterization of groundwater quality both downgradient and cross-gradient from the site. • The collection of additional data to support a Method 3 Risk Characterization,and submittal of an amended Phase II Report/Response Action Outcome.
