RGx 220 Middleton, MA 01949 Mr. Donald Belanger, Inspector of Buildings Town of North Andover 120 Main Street North Andover, MA 0.1845 Dear Mr. Belanger, The situation described on the enclosed complaint form has been ongoing for quite some time even though it is in clear violation of town bylaws. D. T. Landscaping, a commercial landscaping/snowplowing business,, is operating from residential Lot 0076, Map 105 on Forest Street -with the following ongoing, activities: ■ Landscaping trucks with trailers, including a leaf vacuum, routinely enter and exit the lot. ■ Landscaping debris (grass, leaves, shrubs, tree trunks) is dumped and bulldozed. ■ A Quonset but style enclosure recently has been erected for equipment storage. ■ Trucks, trailers, snow plows and a truck -mounted sander are parked on the lot. Numerous complaints to the town have proven "ineffective in preventing this business from operating in our neighborhood and it is unclear why. North Andover Zoning Bylaws clearly state that running a landscaping/snow plowing business is prohibited in an R1 residential zone. As Gerry Brown documented in his letter dated August 5, 2015 (see attached copy), a landscaping business was observed by him being operated on the property in violation of town bylaws. No additional information was provided about what actions were taken by the town. We respectfully are re.uesting an explanation of why this business has-been allowed to continue operating (and expands when it blatantly is in violation of town bylaws. We eagerly look forward to your response and can meet with you to further discuss the situation.
