Ma,, 23, 1985 Christopher Adams 1591 Osgood Street Petition No. 25-'85 The Board of Appeals held a public hearing on Monday evening, May 13, 1985 upon the application of Christopher Adams. The hearing was advertised in the North Andover Citizen on April 4 and 11, 1985 and all abutters were notified by regular mail. The following members were present and voting: Frank Serio, Jr., Chairman; Alfred E. Frizelle, Esq.,.Vice Chairman; Augustine W. Nickerson, Clerk; William J. Sullivan; and Waltar F. Soule. The petitioner seeks a Special Permit under Section 4.132, Paragraph 8 of the Zoning By Law so as to permit the operation of a retail bakery and wholesale operation on prEnises located at 1591 Osgood Street. The petitioner testified that the property is opposite Western Electric and is the present site of a miria+ir- golf course and arcade. He is proposing to convert the premis into a bakery where the products will be made and sold on the premises. In addition, a wholesale operation for the same prc3ucts is proposed. The arcade will be removed if the Special Permit is issued. There will be no exterior changes to the building. .The Speci,,al Permit is needed to allow the retail operation on the site. One abutter spoke in opposition to the request. Mr. George Farkus voiced his concern that the proposed use will create a'noise problem. Upon a motion made by Mr. Frizelle and seconded by Mr. Soule, the Board voted unanimously to grant the Special Permit as requested for the operation of a retail and wholesale bakery for the sale of Imported Bakery Products from France. Christopher Adams 1591 Osgood Street Petition No. 25-'85 May 23, 1985 Page 2 In granting the Special Permit, the Board finds that Section 10.31 of the Zoning By Law has been satisfied. In particular, the Board makes the following specific findings: 1. That the site, 1591 Osgood Street, is an appropriate location for the operation of a retail and wholesale bakery. 2. That the use as developed will not. adversely affect the neighborhood, since the location is on a 1ighway and is surrounded by various businesses and industries. 3. There will be no nuisance or serious hazarc to vehicles or . pedestrians. 4.
