A sudden release of approximately 30 gallons of non -polychlorinated biphenyl (PCB) mineral oil dielectric fluid (MODF) occurred on February 18, 2015. The release was the result of damage sustained by the transformer after being hit by a snow plow during snow removal operations at the apartment complex. The impact displaced the transformer, causing the release of MODF from the bushings to the underlying concrete pad and subsurface soils. Tighe & Bond received notification of the release from MEC personnel at 0000 hours on February 18, 2015. The estimated release volume of 30 gallons exceeded the Reportable Quantity (RQ) for MODF as established by the Massachusetts Contingency Plan (MCP). Therefore, a 2 -hour notification to the MADEP was warranted. MADEP was notified verbally by Tighe & Bond of the release of MODF associated with the pad -mounted transformer located at the Alcott Village apartment complex located on Alcott Way in North Andover, Massachusetts on February 18, 2015 at approximately 0107 hours. Clean Harbors Environmental Services (CHES) of Weymouth, Massachusetts, and Tighe & Bond personnel arrived at the site on February 18, 2015 to conduct initial response actions. Remedial activities conducted by CHES consisted of the pumping of the residual MODF from the damaged transformer, washing of the impacted concrete pad and initiation of soil excavation activities and impacted snow removal. Due to extreme temperatures, soil excavation activities were discontinued prior to completion to allow power to be restored to the apartment buildings which were fed by the failed transformer. CHES and Tighe & Bond returned to the site on May 19, 2016 to complete soil excavation activities. Following the second excavation at the site, five confirmatory soil samples (PX -1 through PX -5) were collected from the release area. One background sample (BKG) was also collected from an upgradient location away from the release area. The samples were submitted for laboratory analysis to confirm adequate cleanup. Laboratory analytical results indicated that EPH carbon fractions were detected at concentrations slightly above background levels but below the applicable Method 1 Cleanup Standards. 446 Main Street & Worcester, MA 01608 Tel 508.754.2201 0 Fax 508.795.1087 For risk assessment purposes, exposure point concentrations (EPCs) were calculated for EPH carbon fractions. The calculated EPCs were well below the applicable Method 1 Standards, and w therefore a condition of No Significant Risk exists at the site and a PSS with No Conditions is appropriate for this release. There are no complete exposure pathways that would result in potentially significant exposures and the site has been returned to background/pre-release conditions. The disposal site boundaries and limits of PSS are indicated on the Site Plan (Figure 4, Appendix A) that accompanies the PSS. The excavated area was subsequently backfilled and restored, and the replacement transformer installed. A copy of the PSS submittal is available for review online at MADEP's website. In addition, public file review sessions are scheduled weekly by appointment at the Northeast Regional Office of the MADEP. Xarras is the new owner and developer of Alcott Village. Alcott Village is the 39 -unit condominium development be- ing built on the former site of the Trombly Motor Coach ga- rage on Route 125 near Merri- mack College. Mr. Xarras, owner of the Lexington -based JAL Inc. con- struction company, bought the project in June at an auction held by Shawmut Bank. The sale was finalized Friday. "I'm going to complete the project," Mr. Xarras said. "I anticipate all the'work on the first 20 units will be completed within the next 60 to 90 days 1 hope for an early spring corn= pletion of the other 19 units." He added that all 39 units will feature two bedrooms. The selling price will range from $260,000 to $280,000, he said. The auction sale price of the project was $3,150,000, accord- ing to Charles Ash, vice presi- dent of special loan services at Shawmut Bank. Mr. Ash said the bank foreclosed on the origi- nal developer, Andover Bypass Realty Trust, in June because Eagle -Tribune photo: Condos continue: Developer Leo H. Mr. Xarras said he ex- pects Howe Realty to continue marketing the property al- though he does not yet have a formal arrangement with the company.
