This deceiver was authorized by the Conservation Commission in May of 2002 under an Emergency Certification Form. Section D, Special Conditions, allowed for future "maintenance of the pipe by town officials and Beaver Solutions..." The following additional conditions apply to the maintenance work: • Removal of debris from the blocked pipe must be carefully conducted to prevent downstream flooding; adverse impacts to the wildlife habitat located upstream and downstream, including the created beaver habitat; and changes to the hydrology of the wetland resource area. Breaching activities shall only occur at the beaver dam located on the sewer easement behind 155 Barker Street. Removal of debris will be done with a small excavator from upland areas (on the sewer easement). • All portions of the beaver deceiver requiring repair or replacement will be installed by Beaver Solutions by hand within the resource area. If significant changes are required to the design or installation method previously used, the applicant shall contact the Conservation Department for approval. • Approval of property owners must be obtained if necessary. • Following maintenance work, the Conservation Department will be contacted for a post construction inspection. Please contact the Conservation Department with any questions or concerns. 1600 Osgood Street, North Andover, Massachusetts 01845 Phone 978.688.9530 Fax 978.688.9542 Web www.townofnorthandover.com RVA s 9 iim 9 W N m O C 0 mNO3m°=6i J m N 0 3 O O N D S Cl)3 N CA Z C m '^ p m -Cl) m V`J N 1p y OC N N ° Q p y_ . y< m m O , m 411 n D C C a o m m y m d j D D '(1 ID n 3 M S w O r► l j N N _ O J m 0 p S o. a 3 f0 ID N .Z1 N - V 1 m y n E O m m o N y O O m` 0 u 3, m ?m m < 3 n N O W :D m m o, O 'oo ° a y m (o °i m o N (Q ID m (o 3 3 m v F » n o a• ,<c 0 rj ♦,j o F^ o 3 O 3 3 m o 0 r :DEr p .n•. m m D CD O m O O C m o a. °o N 3 00 3 m c n p co a o °: 0 ' 0CD 3 D p m r om p cm STI m •m m Zj ? o m m o "I N c Er o v N O o o m a A .moi m m y _ m' O O n 3 w m D .. P.E. DIRECTOR To: Susan Sawyer, Public Health Department From: Dennis Bedrosian, Water Dept Date: April 14, 2009 Subject: Beaver Dam Control Telephone (978) 688-9574 Fax (978) 688-9575 I am concerned about the abnormal amount of water backed up within the wetlands area alongside Route 114 is entering the Jasmine Sewer Pumping Station collection system and causing the pumps to operate too much. Notice the well-defined stream within the wetlands area alongside Route 114 near Jasmine Sewer Pumping Station in these photographs. This satellite photo was taken some time ago before the beavers had any influence on this area. As you know this wetlands area is flooded due to the beaver dam, visible from the intersection of Chestnut/Rae Street. The dam is backing up water to a point that it causing some infiltration problems to occur within the Jasmine Sewer Pump Station on. There is a sewer manhole located within this wetlands and visible from the road. If we can keep the level of water within this area below the manhole, then infiltration can be reduced or eliminated all together Breaching the beaver dam and legally capturing the beavers would restore this area back to normal as depicted on the photograph. At minimum, allow the use of beaver deceivers to be installed by a professional people to lessen the flooding problem. Please call me as soon as possible to discuss what action to take to restore this area back to normal and eliminate infiltration to the Jasmine SPS, which will beneficial to the Town.
