June 19, 2003 Bay State Regional Contractors, Inc. 73 Desert Sands Lane Yarmouthport, MA 02675 Attention: Mr. Bob Watson Reference: Proposed Pump Station & Generator - Sutton Hill Reservoir; North Andover, Massachusetts Foundation Engineering Report Gentlemen: This letter report documents the results of our subsurface investigation and presents our foundation design recommendations for the proposed pump station and generator at Sutton Hill Reservoir in North Andover, Massachusetts. Our geotechnical engineering services were performed in accordance with our proposal dated June 4, 2003 and are subject to the limitations contained in Appendix A. The subsurface investigation was performed for the purpose of determining the soil and groundwater conditions across the subject site as they relate to foundation design of the proposed structure. Based on this information, recommendations are provided for economical foundation support of the proposed structure and its lowest level slab, control of groundwater and seismic design in accordance with the Massachusetts State Building Code. Project Description Located on Sutton Hill Road in North Andover, Massachusetts, the subject site contains two existing reservoirs and is bounded by residential properties on Sutton Hill Road to the west, Sandra Lane to the north and east and Appledore Lane to the south. Based on information provided by Bay State Regional Contractors, Inc., the existing grades in the vicinity of the proposed structure slope moderately to the west varying between El. +346 and +343. The adjacent Reservoir No. 1 is indicated to have a high water level of approximate.El: +361 and a bottom at approximate El. +344. It is understood that the existing Reservoir No. 2 has similar high water and bottom elevations. The proposed development consists of constructing an approximate 20 -foot by 40 -foot concrete pad on which a single story pump house structure and generator will be located. The proposed structure will be located approximately 120 feet west of the two reservoirs. It is understood that the proposed pump house will not contain a basement area. Also included in the proposed development, is construction of two concrete pads to support two, 1,000 -gallon propane tanks, installation of new utilities, and paving. Available Information Information provided to Summit Geotechnical Consultants, Inc. by Baystate Regional Contractors, Inc. included a partial 20 -scale site plan indicating existing site features, topography and utilities, as well as the proposed structure and utilities. Subsurface Investigation Our subsurface investigation consisted of two (2) test pits excavated on June 10, 2003 using a JCB. 2145 rubber -tire backhoe supplied and operated by Baystate Regional Contractors, Inc. The test pits were located by taping from existing site features indicated on the above referenced, 20 -scale partial site plan. Approximate locations of the.subsurface explorations are as indicated on the enclosed Figure 2, which is also based on the above referenced site plan. The test pits were advanced through the surficial topsoil, existing fill and subsoil deposits and were terminated in the underlying dense glacial till deposit at a depth of 7.5 feet below the existing ground surface. The subsurface exploration program was monitored by personnel of Summit Geotechnical Consultants; Inc. who performed field layout, prepared detailed field logs documenting the subsurface conditions, obtained representative soil samples, monitored and recorded groundwater conditions in the excavations, determined the required depth of exploratio.ns.and modified the subsurface exploration program based on the actual conditions encountered. Logs of test pits TP -1 and TP -2, prepared by Summit Geotechnical Consultants, Inc., are presented in Appendix B following the text of this report. Subsurface Soil and Groundwater Conditions The test pits indicate that the proposed building area is underlain by topsoil, fill and subsoil materials which extends to a depth ranging from approximately 1.5 to 1.7 feet below the existing ground surface. The topsoil and fill materials generally consist of a loose, dark -brown sand containing some silt, organic material and a trace of gravel. The subsoil material generally consists of a compact, rust -brown sand containing some gravel and silt. Beneath the surficial topsoil, fill and subsoil materials, the test pits encountered a natural deposit of glacial till. The uppermost 3 to 4 feet of the glacial till deposit is considered to be an ablation till consisting of a dense, light brown sand and gravel containing little silt with occasional cobbles and boulders. Below a total depth of approximately 4.5 to 5.5 feet from ground surface, the glacial till deposit is referred to as a basal till which generally consists of a very dense, gray - brown, sand containing some silt and gravel with occasional cobbles and boulders. Groundwater was observed in test pits TP -1 and TP -2 at depths of 6 feet and 5.2 feet below the existing ground surface, respectively. It is anticipated that the groundwater is periodically perched on the surface of the relatively impervious basal till deposit. Groundwater elevations may also vary from those reported herein due to typical seasonal fluctuations, infiltration of surface water following heavy precipitation and alterations of existing grading and drainage courses. Foundation Design Recommendations Based on the proposed scope of development and the subsurface conditions as described above, we recommend that foundation support for the proposed pump station be provided by conventional spread footings bearing directly on the natural deposit of dense to very dense glacial till. The spread footings should be designed utilizing an allowable bearing pressure of 2 tons per square foot and a minimum footing width:of 1.5 feet. Perimeter foundations should be provided with a minimum soil cover of 4 feet for frost protection. The ground.floor slab .may be designed as an economical slab -on -grade which is underlain by a vapor barrier and a minimum 1.2 -inch thickness of compacted gravel fill. All topsoil, fill and subsoil materials should be removed from the building area. Gravel fill should consist of well - graded sand and gravel from an off-site, undeveloped source containing less than 8 percent by j dry weight, passing the number 200 sieve. Beneath the gravel fill, the excavated on-site glacial till ` material may be used as structural fill, provided that it is placed and compacted in a dry condition. Additional foundation and soil issues are discussed further in the Construction Considerations section of this .report. It is recommended that the proposed generator and propane tank pads also be supported on a minimum 12 -inch thickness of compacted gravel fill bearing on the natural glacial till deposit. All gravel fill and structural fill should be place in lifts having a maximum compacted thickness of 6 inches and be compacted to a minimum of 95 percent of its maximum modified Proctor dry density. Since the proposed structure does not contain a basement, perimeter and underslab drains are not considered necessary. However, the exterior finish grades adjacent to the pump house structure, generator pad and tank pads should be pitched away from these structures in order to minimize the infiltration of surface water. Seismic Design The design of the proposed pump house structure for lateral forces or base shear due to earthquake loading should utilize the criteria for an Si site as defined by Table 1612.4.1 of the Massachusetts State Building Code. In addition, the bearing stratum on the subject site is not considered to be susceptible to liquefaction during the design earthquake based on the criteria of Section 1805.3 of the Massachusetts State Building Code. Foundation Construction Considerations The following foundation construction considerations'are considered to be pertinent for the proposed pump house structure project: • Preparation of foundation bearing surfaces. • Construction dewatering. • Reuse of excavated on-site fill material. • Placement and compaction of structural fill for support of the proposed slab -on -grade. New foundations are recommended to bear directly on the natural deposit of dense glacial till. Given the relatively high percentage of fine-grained material within the bearing stratum, it is recommended that all foundation bearing surfaces be excavated using a smooth-edged bucket in order to minimize disturbance of the subgrade. Further, all foundation bearing surfaces should receive a minimum 6 -inch thickness of 3/4 -inch crushed stone to protect the bearing surface and to facilitate construction dewatering. It is anticipated that the majority of the excavation for new foundations will be performed slightly above the groundwater elevation. However, construction dewatering may be required to control groundwater in some of the deeper excavations and to control surface water which accumulates in the excavation. In these instances, it is anticipated that conventional sumping will be adequate. Below the final 1.2 inches of gravel fill, the excavated glacial till material is considered to be suitable for reuse as structural fill for support of the slab -on -grade provided that the oversize cobbles and boulders are culled out and the material is maintained in a dry condition. If excess moisture is present in the excavated glacial till material, then it will not be possible to achieve the required compaction. The preparation of foundation bearing surfaces and the placement and compaction of structural fill should be monitored by a registered professional engineer or his designated representative, in accordance with the Massachusetts State Building Code. Final Comments It is recommended that Summit Geotechnical Consultants, Inc. be retained to provide design assistance to the Structural Engineer during the final design phase of the project. The purpose for our involvement would be to discuss in detail the recommendations presented herein or to provide geotechnical consultation on an "as needed" basis. LIMITATIONS This report has been prepared in accordance with generally accepted foundation engineering practices for the exclusive use of Baystate Regional Contractors, Inc. for the proposed pump house structure and generator pad to be located at the existing Sutton Hill Reservoir in North Andover, Massachusetts. No other warranty, expressed or implied, is made. If any changes in the design or location of the proposed pump house structure and generator pad are planned, the recommendations presented in this report should not be considered valid unless the changes are reviewed by Summit 4 Geotechnical Consultants, Inc. and verified or modified in writing. Alternative materials, appliances, equipment or methods of design or construction shall be approved when the building official is provided acceptable proof and has determined that said alternative is satisfactory and complies with the intent of the provisions of 780 CMR, and that said alternative is, for the purpose intended, at least the equivalent of that prescribed in 780 CMR in quality, strength, effectiveness, fire resistance, durability and safety. Compliance with specific performance based provisions of 780 CMR, in lieu of a prescriptive requirement shall also be permitted as an alternate. 1093.2 Evidence submitted: The building official may require that evidence or proof be submitted to substantiate any claims that may be made regarding the proposed alternate. 10933 Tests: Determination of acceptance shall be based on design or test methods or other such standards approved by the BBRS. In the alternative, where the BBRS has not provided specific approvals, the building official may accept, as supporting data to assist in this determination, duly authenticated engineering reports, formal reports from nationally acknowledged testing/ listing laboratories, reports from other accredited sources. The costs of all tests, reports and investigations required under these provisions shall be borne by the applicant. 1093A Approval by the Construction Materials Safety Board: The building official may refer such matters to the Construction Materials Safety Board in accordance with 780 CMR 123.0 for approval. 11/27/98 780 CMR 110A APPLICATION FOR PERM 110.1 Permit application: It shall be unlawful to construct, reconstruct, alter, repair, remove or demolish a building or structure; or to change the use or occupancy of a building or structure, or to install or alter any equipment for which provision is made or the installation of which is regulated by 780 CMR without first filing a written application with the building official ltd obtaining the required? permit therefor. The certificate of occupy shag specify the following. I. The edition of the code under which the permit was issued. 2. The use group and occupamy, in accordance with the provisions of 780 CMR 3. 3. The type of construction as defined in 780 CMR 6. 4. The occupant load per floor. 5. Any special stipulations and conditions of the bolding permit. 120.51 Posted use and occupancy: A suitably designed placard approved by the building official shall be posted by the owner on all floors of every building and stricture and part thereof designed for high hazard, storage, mercantile, factory and industrial or business. use (use groups K S, K F and B) as defined in 780 CMR 3. Said placard shall be securely fastened to the building or structure in a readily visible place, stating: the use group, the fire grading, the live load and the occupancy load 120.5.2 Posted occupancy load: A suitably dem placard approved by the building official shall be posted by the owner in every room where practicable of every budding and structure and part thereof designed for use as a place of public assembly or as an institutional building for harboring people for penal, correctional, educational, medical or other care or treatment, or as residential buildings used for hotels, lodging houses, boarding houses; dormitory buildings, multiple fiumdy dwellings (use groups A. 1, R 1 and R-2).
