This award will be used to pay for the consulting services of McGregor & Associates to assist with the review of the project known as The Meadows Condominiums. MHP's 40B Technical Assistance Program has been created to help towns deal constructively with applications for Chapter 40B comprehensive permits. Technical Assistance will be provided either by MHP staff knowledgeable and experienced with Chapter 40B or by third -party professionals under contract to MHP. Consultants will be hired, as needed, to advise the town and to provide and/or review technical reports submitted to a community as part of a comprehensive permit application. This award of 40B technical assistance is available for 12 months from the date of the letter. I am pleased to inform you that repayment of these funds is not expected. Please be advised that MHP may terminate technical assistance to communities that, subsequent to the date of this letter, have had their affordable housing stock certified by DHCD at or above 10% or if affordable housing is certified as comprising more than 1.5% of the total land area in the municipality. What are the main concerns with the project? The proposed development encompasses 270 units of affordable housing on a parcel of land that is located on the Middleton/North Andover town line. The project will have its first public hearing on July 9, 2002, where the project will simply be continued until the next ZBA meeting; the public hearing was scheduled as soon as possible to meet the hearing notification requirements by 40B. The Community Development Director will be establishing a meeting with the Chairs of all the land use -boards and respective department heads during the week of July 22nd, 2002 to review the project on a broader basis. The main concerns based upon the plans submitted at this point are as follows: Traffic — 270 units will generate a considerable amount of traffic onto Route 114. The alignment with one proposed entrance way directly across from Sharpners' Pond Road needs to be further evaluated by a traffic consultant to determine if a traffic light will be needed at that location as the direct alignment will at a minimum necessitate the need for divided traffic lanes. Also, a traffic study will need to be presented by the applicant for the town's traffic consultant to review the proposed traffic lanes. Circulation within the proposed roadways will also need to be evaluated to ensure wide enough travel lanes for public safety vehicles and emergency access. 2. Density — It is difficult to ascertain whether or not the density is appropriate for the grading of the site, along with the proposed roadways with the preliminary plans. Further analysis needs to be conducted to ensure the density of the units proposed along with the roadways are appropriate with the grading of the site. 3. Utilities — Town water is only provided on Route 114 to the point of the Forestview Subdivision. The applicant has expressed to us he intends to bring water and sewer lines up to the location of the site to service the units. Housing Partnership and she informed me my grant application for $10,000 in local technical assistance funds has been approved. As such, the town will now receive the services of a 40B consultant who will provide the zoning board, planning board, board of selectmen, etc. assistance in reviewing the application and educating boards on the process. The consultant will be McGregor and Associates. The award letter should be received in the Town Manager's/Selectmen's office within approximately one week. Ma Housing will contract directly with the consultant, and will check with me on whether or not to pay invoices. Once I have received contact from McGregor and Associates I will be setting up a meeting the week of July 22nd to include some members from selectmen, planning, zoning, conservation, etc. to begin reviewing the plans and utilizing the services of the consultant. Since the ZBA is continuing the hearing on July 9th due to time constraints, this will provide us all with ample opportunity to establish a meeting date and time convenient for all.
