Dear Mr. Kaminski:
This letter is in response to your letter of October 22, 1991.
While the North Andover Conservation Commission appreciates your
after -the -fact notification of work performed at.210 Winter St.
we must express our dismay that you chose not to inform us prior
to beginning the work.
Based on what little information you have provided and what we
have obtained from our Health Department, this work was done in
the wetland buffer zone. The local and state wetlands protection
.laws are quite clear. You cannot alter land in the buffer zone
without the necessary approvals. Your firm has been involved in
wetland filings for many years and there is no excuse for
avoiding the law. Please be advised that any future such
violations will result in an immediate Enforcement Order.
The Town of North Andover goes to great expense to staff the
Conservation Office with an Administrator and Secretary to ensure
that situations like this one do not occur. In the future you
must contact our Administrator prior to any work done in the
buffer zone. He will direct you as to the necessary steps to
follow to ensure that the work is done within the law.

RE: Completion of Septic
System Repair to
210 Winter Street
North Andover
Dear Mr. Reich:
By this letter, I am informing you that the emergency repairs to
the septic system at 210 Winter Street, North Andover has been
completed, inspected and found acceptable by the North Andover
Board of Health.
I have enclosed two (2) photographs showing the construction at the
site. The first photo shows the construction site with the hay
bale erosion check in place. The second photo shows re -
stabilization of the soil upon completion of construction.
The site is available for your inspection at your convenience.
If I may be of further service to you in this matter, please do not
hesitate to contact me.
