I am sending this summary of the discussions that took place during our meeting with the North Andover Electrical Inspector, Peter Murphy. This meeting was held on April 12`h, 2006. This meeting was scheduled so that Mr. Murphy could inform us of his concerns regarding the wooden sheds that cover the electric service equipment at eighteen locations throughout the property. The primary concern is the lack of clear working space in front of the service disconnect, busways, wire troughs, meter sockets, unit disconnects and house panels. The National Electrical Code requires a working space of 30 inches wide by 36 inches in depth in front of this equipment. This working space is to extend to a height of 78 inches. The construction of the sheds does not allow this clear working space. Many of the meters and disconnects are blocked by wooden studs and boards. An example would be at Building 6. The 200 ampere circuit breakers that serve as the overcurrent protection for each townhome is located behind a solid wooden wall. An electrician would have to reach in then down between the wire trough and the wall to operate one of the disconnects. The wall would have to be removed if a problem should ever occur within any of these unit disconnects. Mr. Murphy also detailed two locations of greater concern. The electric meters in Buildings 6 + 13 have pulled away from the wall that originally supported them. They are hanging by whatever raceways happen to be connected to them. This condition was originally reported to him by an employee of National Grid. On September 13`h, 2005. This is a hazardous condition. Some of the original mounting screws are still in the enclosures and could fall in and ground out against live parts. Several of the 200 ampere circuit breaker enclosures that serve as disconnects for the townhomes in Building 13 are partially buried. A workman would first have to dig out the enclosure, open the cover then operate the 200 ampere circuit breaker. Helco Electric Inc. Several ideas were discussed as a means to help rectify the issues. One idea was to have a contractor excavate beneath the meter sockets to a depth that would allow the 78 inch headroom when finished. One or two steps would be needed and a drain installed. Another contractor would remove the existing sheds and rebuild a new shed over the excavated area. Another option would be to have the roofs stop at the face of the equipment. The doors would be replaced by removable, lightweight panels. This would allow an electrician to stand completely upright, outside of the enclosure. National Grid would have to shut down the service to buildings 6, 13 and 16 prior to the start of any work. The outage should not last longer than 8 hours as we dismantle, clean and resecure the equipment. Mr. Murphy would like to have the issues at Buildings 6, 13 and 16 addressed immediately. I have included a scope of work and an estimated cost per building on the pages that follow. The cost of the repairs is only an estimate and will be adjusted if additional repairs become necessary. I have also included pictures of the existing conditions. A copy of the applicable National Electrical Code articles regarding the working space requirements is also enclosed. Cir- cuits for lighting and power shall not be connected to any system that contains trolley wires with a ground return. Exception: Such circuit connections shall be permitted in car houses, powerhouses, or passenger and freight stations operated in connection with electric railways. 110.21 Marking. The manufacturer's name, trademark, or other descriptive marking by which the organization re- sponsible for the product can be identified shall be placed on all electric equipment. Other markings that indicate volt- age, current, wattage, or other ratings shall be provided as specified elsewhere in this Code. The marking shall be of sufficient durability to withstand the environment involved. 110.22 Identification of Disconnecting Means. Each dis- connecting means shall be legibly marked to indicate its purpose unless located and arranged so the purpose is evi- dent. The marking shall be of sufficient durability to with- stand the environment involved. Where circuit breakers or fuses are applied in compliance with the series combination ratings marked on the equipment by the manufacturer, the equipment enclosure(s) shall be leg- ibly marked in the field to indicate the equipment has been applied with a series combination rating. The marking shall be readily visible and state the following: CAUTION — SERIES COMBINATION SYSTEM RATED AMPERES. IDENTIFIED REPLACEMENT COMPONENTS REQUIRED. Sufficient access and working space shall be provided and maintained about all electric equipment to permit ready and safe opera- tion and maintenance of such equipment. Within the height require- ments of this section, other equipment that is associated with the electrical installation and is located above or be- low the electrical equipment shall be permitted to extend not more than 150 nun (6 in.) beyond the front of the electrical equipment. (B) Clear Spaces. Working space required by this section shall not be used for storage. When normally enclosed live parts are exposed for inspection or servicing, the working space, if in a passageway or general open space, shall be suitably guarded. (C) Entrance to Working Space. (1) Minimum Required. At least one entrance of suffi- cient area shall be provided to give access to working space about electrical equipment. (2) Large Equipment. For equipment rated 1200 amperes or more that contains overcurrent devices, switching de- vices, or control devices, there shall be one entrance to the required working space not less than 610 mm (24 in.) wide and 2.0 m (61/2 ft) high at each end of the working space. Where the entrance has a personnel door(s), the door(s) shall open in the direction of egress and be equipped with panic bars, pressure plates, or other devices that are nor- mally latched but open under simple pressure. A single entrance to the required working space shall be permitted where either of the conditions in 110.26(C)(2)(a) or (C)(2)(b) is met. (a) Unobstructed Exit. Where the location permits a continuous and unobstructed way of exit travel, a single entrance to the working space shall be permitted. (b) Extra Working Space. Where the depth of the working space is twice that required by 110.26(A)(1), a single entrance shall be permitted. It shall be located so that the distance from the equipment to.the nearest edge of the entrance is not less than the minimum clear distance speci- fied in Table 110.26(A)(1) for equipment operating at that voltage and in that condition. 110.26 (D) Illumination. Illumination shall be provided for all working spaces about service equipment, switchboards, panelboards, or motor control centers installed indoors. Ad- ditional lighting outlets shall not be required where the work space is illuminated by an adjacent light source or as permitted by 210.70(A)(1), Exception No. 1, for switched receptacles. In electrical equipment rooms, the. illumination shall not be controlled by automatic means only. (E) Headroom. The minimum headroom of working spaces about service equipment, switchboards, panelboards, or motor control centers shall be 2.0 m (61/2 ft). Where the electrical equipment exceeds 2.0 m (61/2 ft) in height, the minimum headroom shall not be less than the height of the equipment. Exception: In existing dwelling units, service equipment or panelboards that do not exceed 200 amperes shall be permitted in spaces where the headroom is less than 2.0 m (61/2 .t)• (F) Dedicated Equipment Space. All switchboards, panel - boards, distribution boards, and motor control centers shall be located in dedicated spaces and protected from damage. Exception: Control equipment that by its very nature or because of other rules of the Code must be adjacent to or within sight of its operating machinery shall be permitted in those locations. (1) Indoor. Indoor installations shall comply with 110.26(F)(1)(a) through (F)(1)(d). (a) Dedicated Electrical Space. The space equal to the width and depth of the equipment and extending from the floor to a height of 1.8 m (6 ft) above the equipment or to the structural ceiling, whichever is lower, shall be dedicated to the electrical installation. No piping, ducts, leak protec- tion apparatus, or other equipment foreign to the electrical installation shall be located in this zone. Exception: Suspended ceilings with removable panels shall be permitted within the 1.8-m (6 ft) zone. (b) Foreign Systems. The area above the dedicated space required by 110.26(F)(1)(a) shall be permitted to con- tain foreign systems, provided protection is installed to avoid damage to the electrical equipment from condensa- tion, leaks, or breaks in such foreign systems.
