BOARD OF SELECTMEN MINUTES NOVEMBER 19, 2012
CALL TO ORDER:
ChairmanWilliam Gordon called the meeting to order at 6:30 PM at Town Hall
Meeting Room.
ATTENDANCE:
The following were present: William F. Gordon Chairman; Richard Vaillancourt, Clerk;
Rosemary Smedile, Licensing Chairman; Donald Stewart, Tracy M. Watson, and Andrew Maylor, Town
Manager and Ray Santilli, Assistant Town Manager.
EXECUTIVE SESSION:
Richard Vaillancourt made a MOTION, seconded by Tracy Watson, to move into Executive Session to
discuss: Collective Bargaining Strategy. Roll Call vote: William Gordon yes, Donald Stewart yes,
Rosemary Smedile yes, Richard Vaillancourt, and Tracy Watson yes. Vote approved 5-0.
Richard Vaillancourt declared that an open meeting may have a detrimental effect on the bargaining
position of the Selectmen.
RECONVENE AND PLEDGE OF ALLEGIANCE
SWEARING-IN CEREMONIES
Graham Rowe was promoted to Fire Lieutenant and sworn into office by Town Clerk Joyce Bradshaw.
Police Officers Steven Corr, Brian Faye, and Michael Reardon were sworn into office by Town Clerk
Joyce Bradshaw.
APPROVAL OF MINUTES:
Richard Vaillancourt made a MOTION, seconded by Tracy Watson, to approve the Open Session Minutes
of November 5, 2012, as written. Vote approved 5-0.
COMMUNICATIONS, ANNOUNCEMENTS, AND PUBLIC COMMENT:
New Business Recognition
A certificate of appreciation was presented to “Allstate Insurance” for locating their first office in
Massachusetts in the town of North Andover.
The Board of Selectmen wished everyone a “Happy Thanksgiving” and a reminder that the annual
Holiday Parade would be held on Saturday, November 24, 2012, starting at 12:00 noon and this year’s
Grand Marshall is Selectman Donald Stewart.
Change in Selectmen’s Meeting Schedule

Due to conflicts in Selectmen’s personal schedules, the meeting on Monday, December 3 is being

moved to Monday, November 26. At the November 26 meeting, the annual Tax Classification Hearing
will be held.
Five Year Financial Forecast Presentation
Town Manager Andrew Maylor presented his 5-year financial forecast. He started with an overview of the
Budget Development Process. He then went over the General Fund Revenues such as new growth from
new homes and businesses, local receipts which include auto excise payments, state aid will depend on
the fluctuation of state revenue.
The Town’s general expenses will be focused on controlling the cost of health insurance and other
employee benefits, building financial reserves, developing strategic partnerships, maintaining the town’s
infrastructure, reducing energy costs, controlling debt service costs, and using technology to lower the
cost of providing services.

CONSENT ITEMS:
Waiver of Building Fees for two (2) Stevens Estate Projects
CPA funding was approved for two projects at the Stevens Estate; masonry repairs to the exterior of the
building, and window replacements. Both of these projects were bid and recently rewarded.
Richard Vaillancourt made a MOTION, seconded by Tracy Watson, that the Board of Selectmen waives
the building permit fees for the masonry repair project and the window replacement project at the Stevens
Estate. Vote approved 5-0.
Modify Parking in Front of 25 High Street
A request was received from Jaime’s Restaurant, located at 25 High Street, to change three of the two-
hour parking spaces in front of the restaurant. Two of the spaces will be converted to 15-minute parking
and one converted to a handicap accessible space. The management of the East Mill complex and the
Police Department concur with the request.
Richard Vaillancourt made a MOTION, seconded by Tracy Watson that the North Andover Board of
Selectmen votes to approve changing three two-hour parking spaces in front of 25 High Street to two 15-
minute parking spaces and one handicap accessible space. Vote approved 5-0.
Appointment to the Festival Committee
The Selectmen sub-committee has recommended appointing Dorothy Nolan to the Festival Committee.
Richard Vaillancourt made a MOTION, seconded by Tracy Watson that the North Andover Board of
Selectmen votes to appoint Dorothy Nolan to the Festival Committee for a term ending June 30, 2013.
Vote approved 5-0.
TOWN MANAGER’S REPORT:
Capital Project Status Report
The Town Manager Andrew Maylor gave the Board an updated report of Capital Projects including the
Stevens Estate Masonry Repairs, Stevens Estate Windows Replacement, Raleigh Tavern Lane Water
Main Replacement, Sutton Street Sewer Line, School Street and Bunker Hill Street Sewer Line, School
Department Administration Building and the Kittredge School Gym.
Position/Vacancy Log
The Town Manager Andrew Maylor provided a report outlining the status of various recruitments that are
ongoing or recently completed.
Request for Proposals – Purchase and Development of Former Bradstreet School Property
Due to requests from additional interested parties, an addendum was issued moving the submission date
for proposals to January 9, 2013.
ADJOURNMENT:
Donald Stewart made a MOTION, seconded by Rosemary Smedile, to adjourn the meeting at 7:58 p.m.
Vote approved 5-0.
