BOARD OF SELECTMEN MINUTES DECEMBER 12, 2012
CALL TO ORDER:
ChairmanWilliam Gordon called the meeting to order at 6:00 PM at Town Hall
Meeting Room.
ATTENDANCE:
The following were present: William F. Gordon Chairman; Richard Vaillancourt, Clerk;
Rosemary Smedile, Licensing Chairman; Donald Stewart, Tracy M. Watson, and Andrew Maylor, Town
Manager and Ray Santilli, Assistant Town Manager.
PLEDGE OF ALLEGIANCE
CONSENT ITEMS:
FY13 Tax Classification – Final Vote
The Board decided to keep the shift percentage at 1.31% with an estimated residential tax rate at $13.73
and an estimated CIP tax rate at $18.85. This is approximately a $3.00 increase in a residential bill and a
$72.00 decrease in the business bill.
Richard Vaillancourt stated that a legal notice was published on November 12, 2012, for the purpose of
holding a Public Hearing for Property Classification on Monday, November 26, 2012, in accordance with
Chapter 40, Section 56, and other applicable provisions of the Massachusetts General Laws.
Richard Vaillancourt made a MOTION, seconded by Tracy Watson that the North Andover Board of
Selectmen hereby votes to adopt a Residential Factor of .953535 for the purpose of classifying the
FY2013 North Andover Tax Rates. The resulting estimated property tax rates will be $13.73 per
thousand for residential property and $18.85 per thousand for commercial, industrial and personal
property. Vote approved 5-0.
The Board was asked to sign the Classification Tax Allocation for submission to the Department of
Revenue.

Richard Vaillancourt made a MOTION, seconded by Tracy Watson, to adjourn the meeting at 6:11 p.m.
Vote approved 5-0.
