HomeMy WebLinkAbout2013-01-07 Board of Selectmen Minutes BOARD OF SELECTMEN MINUTES JANUARY 7, 2013 CALL TO ORDER: ChairmanWilliam Gordon called the meeting to order at 7:00 PM at Town Hall Meeting Room. ATTENDANCE: The following were present: William F. Gordon Chairman; Richard Vaillancourt, Clerk; Rosemary Smedile, Licensing Chairman; Donald Stewart, Tracy M. Watson, and Andrew Maylor, Town Manager and Ray Santilli, Assistant Town Manager. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Richard Vaillancourt made a MOTION, seconded by Tracy Watson, to approve the Open Session Minutes and Executive Session Minutes of December 17, 2012, as written. Vote approved 5-0. Richard Vaillancourt made a MOTION, seconded by Donald Stewart, to approve the Open Session Minutes and Executive Session Minutes of December 27, 2012 as written. Vote approved 5-0. COMMUNICATIONS, ANNOUNCEMENTS, AND PUBLIC COMMENT: Representative Diana DiZoglio stopped by to introduce herself to the Board. Ms. DiZoglio shared information and the deadline for filing bills to the Legislature. Agreement between Towns of Andover and North Andover – Shared Use of Municipal Equipment Services The Towns of Andover and North have executed an agreement to supplement each other for a variety of Public Works services. This was based on previously accepting the “Public Works Municipal Aid Agreement” (MGL c40, §4K). Recognition of the Police Department – Nathan Norman visit Chief Gallagher, Detective Cronin and Detective Daley were present at the meeting and informed the Board of the Visit to Nathan Norman. The North Andover Police Department, along with police officers from many New England and northeast police departments, several weeks ago participated in an effort to provide an enormous collection of Christmas cards and gifts to Nathan Norman, a terminally ill 5-year-old boy from Rustburg, Virginia. The young boy, suffering from brain and spinal cancer, had a wish to receive Christmas cards from police officers and firefighters from across the country. More than 250 police officers and over 100 police vehicles, including several officers from North Andover, made the journey to visit Nathan and deliver the cards and gifts. The Board of Selectmen presented Chief Gallagher a picture of the police caravan traveling to Virginia for the visit. Commonwealth Citizens Connect Grant with City of Boston Matt Killen, IT Director was present at the meeting and provided a short presentation of Commonwealth Citizens Connect Grant. North Andover was selected as one of the communities to participate in the grant with the city of Boston. The City of Boston, through a Commonwealth of Massachusetts Community Innovation Challenge Grant, is supporting the development of a suite of applications that work across municipalities that allows individuals to report basic problems, such as potholes, tree issues, missed trash pickup, broken street lights directly to the appropriate local government departments through the use of a mobile app. Approved Changes to Town’s Employee Health Insurance Program Town Manager Andrew Maylor announced that the Town has reached an Agreement with the Public Employee Committee (PEC) for approved changes to the Town’s Employee Health Insurance Program. Board of Selectmen Minutes January 7, 2013 2 The current health plan offerings through Blue Cross/Blue Shield, with no increases to the monthly rates, will be maintained through calendar year 2013. All subscribers (active employees and retirees) will be transferred to the Group Insurance Commission (GIC) coverage as of January 1, 2014. The Town will be partnering with Group Benefit Strategies to provide a health fair and information sessions in the fall of 2013 for all employees and retirees. This will provide quality health insurance at a lower cost to the employees, retirees as well as the community. The savings will be significant over the next three years. Announcement Chairman William Gordon suggested providing a winter ice skating rink by flooding Drummond Field during the winter months. There is already lighting at night and it would be a great place to skate. Staff will discuss the possibilities. CONSENT ITEMS: Acceptance of Donations to Fire Department Richard Vaillancourt made a MOTION, seconded by Donald Stewart that the North Andover Board of Selectmen hereby votes to accept a donation from Schneider Electric USA in the amount of $1,000 to the North Andover Fire Department for general use. Vote approved 5-0. Richard Vaillancourt made a MOTION, seconded by Donald Stewart that the North Andover Board of Selectmen hereby votes to accept a donation from Schneider Electric Buildings, LLC, in the amount of $1,000 to the North Andover Fire Department for general use. Vote approved 5-0. Richard Vaillancourt made a MOTION, seconded by Donald Stewart that the North Andover Board of Selectmen hereby votes to accept a donation from Elizabeth Armstrong, in memory of her husband William Armstrong, in the amount of $500 to the North Andover Fire Department in support of the Emergency Response Team. Vote approved 5-0. Acceptance of Donations to Police Department Richard Vaillancourt made a MOTION, seconded by Donald Stewart that the North Andover Board of Selectmen hereby votes to accept a donation from Schneider Electric USA in the amount of $500 to the North Andover Police Department for general use. Vote approved 5-0. Rosemary Smedile made a MOTION, seconded by Tracy Watson that the North Andover Board of Selectmen hereby votes to accept a donation from James and Maria Rosati in the amount of $100 to the North Andover Police Department for general use. Vote approved 5-0. Waive Sign Permit Application Fee for Stevens Estate Donald Stewart made a MOTION, seconded by Tracy Watson that the North Andover Board of Selectmen hereby votes to waive the sign permit application fee in the amount of $58.50 for the new sign at the Stevens Estate. Vote approved 5-0. Request to Surplus Fire Department 2001 Utility Trailer Richard Vaillancourt made a MOTION, seconded by Tracy Watson that the North Andover Board of Selectmen hereby votes to approve the request of Fire Chief Melnikas to surplus the Fire Department 2001 Utility Trailer per his memo to the Town Manager dated December 28, 2012. Vote approved 5-0. LICENSING COMMISSIONERS: Tracy Watson made a MOTION, seconded by Richard Vaillancourt, to open a meeting of the North Andover Licensing Commission. Vote approved 5-0. Common Victualler and Entertainment Licenses – House of Pizza, 133 Main Street Donald Stewart made a MOTION, seconded by William Gordon, that the Board of Selectmen, acting as Licensing Commissioners, approves the Common Victualler and Entertainment Licenses for House of Pizza, 133 Main Street. Vote approved 5-0. Board of Selectmen Minutes January 7, 2013 3 Common Victualler and Entertainment Licenses – MBM Energy Group, Inc (dba North Andover Raceway) 1503 Osgood Street Donald Stewart made a MOTION, seconded by Tracy Watson, that the Board of Selectmen, acting as Licensing Commissioners, approves the Common Victualler and Entertainment Licenses for MBM Energy Group, Inc (dba North Andover Raceway), 1503 Osgood Street. Vote approved 5-0. Change of Manager – North Andover Country Club, 500 Great Pond Road Donald Stewart made a MOTION, seconded by Tracy Watson, that the Board of Selectmen, acting as Licensing Commissioners, approves the Change of Manager for the North Andover Country Club to Stephen J. Kohr. Vote approved 5-0. One-Day Wine & Malt License – Requested by Merrimack College Donald Stewart made a MOTION, seconded by Richard Vaillancourt, that the Board of Selectmen acting as the Licensing Commissioners, hereby grant a one day wine and malt license per M.G.L. chap. 138 sec. 14 to Merrimack College for an Open Reception at the Rogers Center, McCoy Gallery on January 27, 2013, from 2:00 – 4:00 PM. Vote approved 5-0. Possible Liquor Violation Take no action as applicant’s liquor license has expired and he did not renew license. William Gordon made a MOTION, seconded by Richard Vaillancourt, to close a meeting of the North Andover Licensing Commission. Vote approved 5-0. OLD BUSINESS: FY2014-2018 Capital Improvement Plan Town Manager Andrew Maylor expanded on what the Board will see in future Capital Improvement Plans regarding open and recreational space such as playgrounds, ball fields, etc. A healthy CIP includes all the Town’s assets and up keep of such space. TOWN MANAGER’S REPORT: Capital Project Status Report The Town Manager provided a report on various on-going capital and major projects. Position/Vacancy Log Human Resources Director Cathy Darby provided a report outlining the status of various recruitments that are ongoing or recently completed ADJOURNMENT: Donald Stewart made a MOTION, seconded by Tracy Watson, to adjourn the meeting at 8:17 p.m. Vote approved 5-0.
