HomeMy WebLinkAbout2013-05-21 Board of Selectmen Minutes BOARD OF SELECTMEN MINUTES MAY 21,2013 CALL TO ORDER: Chairman William Gordon called the meeting to order at 6:00 PM at North Andover High School Athletic Conference Room. ATTENDANCE: The following were present:William F. Gordon Chairman; Richard Vaillancourt, Clerk; Rosemary Smedile, Licensing Chairman; Donald Stewart, and Andrew Maylor, Town Manager and Ray Santilli,Assistant Town Manager. Note: Tracy Watson was absent CONSENT ITEMS: Request to Conduct Memorial Day Parade&Ceremony The North Andover Patriotic Observance& Marching Committee requests permission to conduct a parade and ceremonial service in recognition to Memorial Day, May 27, 2013. Rosemary Smedile made a MOTION, seconded by Richard Vaillancourt that the Board of Selectmen approves the request of the North Andover Patriotic Observance& Marching Committee to conduct a parade and ceremonial service in recognition to Memorial Day, May 27, 2013, starting at 10:00 a.m. Vote approved 4-0. LICENSING COMMISSIONERS: Rosemary Smedile made a MOTION, seconded by Richard Vaillancourt, to open a meeting of the North Andover Licensing Commission. Vote approved 4-0. Renewal of"Junk Dealer/Collector License" at Clifford's Jewelers, 109 Main Street William Gordon made a MOTION, seconded by Richard Vaillancourt that the Board of Selectmen votes to approve the renewal of the Junk Dealer/Collector License for Clifford's Jewelers at 109 Main Street. Vote approved 4-0. Merrimack College request two(2)one-day all alcohol licenses Richard Vaillancourt made a MOTION, seconded by Donald Stewart,that the Board of Selectmen acting as the Licensing Commissioners, hereby grant two(2)one-day all alcohol licenses per M.G.L. chap. 138 sec. 14 to Merrimack College for Merrimack's reunion weekend on June 7th from 5:00—10:00 PM in the Library at Merrimack and on June 8th from 12-2 pm, and reopen from 5:00-1:00 am at the Sakovich Campus Center/Patio. Vote approved 4-0. Donald Stewart made a MOTION, seconded by Richard Vaillancourt, to close a meeting of the North Andover Licensing Commission.Vote approved4-0. Note: Tracy Watson arrived OLD BUSINESS: Town Meeting Warrant Article 10 Citizens Petition Mr. Nothnagal of 92 Surrey Drive, North Andover came before the Board to speak on behalf of his citizen's petition,Warrant Article 10: Article 10: citizen's petition, a resolution to support passage of a constitutional amendment providing that only human beings are people Mr. Nothnagal gave explanations and reasons why he proposed his citizen petition. He also proposed to Amend his original article. After a discussion the Board decided to take No Action on Article 10. TOWN MANAGER'S REPORT: The Board briefly discussed planting trees on various streets in downtown. The Town Manager would follow-up with the Board and let the Board give specific locations of where the trees should be planted. ADJOURNMENT: Richard Vaillancourt made a MOTION, seconded by Donald Stewart,to recess and continue at the Annual Town Meeting at 7:00 p.m. Vote approved 5-0. Respectfully Submitted Adele J.
