COMMUNICATIONS AND ANNOUNCEMENTS: Welcome Home—Specialist Roger Mendel, U.S. Army Chairman Vaillancourt welcomed home Specialist Roger Mendel, U.S. Army, who returned home to North Andover last week from his first deployment to Afghanistan. He is the son of Teresa and Roger Mendel of Osgood Street. The Board thanked Specialist Mendel and his family for his service. Police Department Staff Recognition (taken out of order) Police Chief Gallagher recognized Police Department staff, Lieutenant EJ Foulds, Lieutenant Charles Gray, Sargent Michael Davis, Officers Jason Wedge, Robert Hillner, Eric Sewade, and Thomas Driscoll and Communication Officers, John Wood and Natasha Hubbard, for keeping the public safe during an incident on August 31st New Business Recognition--21 Round Sports Chairman Vaillancourt recognized Gina MacAloon from 2 nd'Round'Sports and thanked her for opening her business in North Andover. Ms. MacAloon explained that 2nd Round Sports is a sporting goods consignment store located on Water Street. 9/11 Remembrance Plans Chair Vaillancourt announced this year's remembrance of 9/11 will take place in front of Town Hall on Thursday,'September 11th starting at 8:00 a.m. Annual Board of Selectmen strategic planning meeting Town Manager,'Andrew Maylor, explained that the strategic planning meeting is the kickoff for the next budget cycle, the product of which will be the Budget Policy Document that outlines expectations and goals of the Board of Selectmen for FY16. Chairman Vaillancourt announced this year's Board of Selectmen strategic planning meeting is scheduled for Monday, September 29th starting at 6:00 p.m. A location for the meeting has not yet been finalized. Chairman Vaillancourt reminded the public that the primary elections are tomorrow and the polls are open from 7 am-8pm at the High School. Introduction of new staff member Chairman Vaillancourt introduced Matthew Egge, the new Town Planner. Town Manager, Andrew Maylor, welcomed Mr. Egge and his expertise. Announcement regarding storm damage Town Manager, Andrew Maylor, explained the actions taken by the town regarding the downed trees from the storm over the weekend. He explained the priority is not first come, first served but rather one of safety needs. Mr. Maylor explained that work will be ongoing for the next couple of weeks and thanked the residents for their patience as the town works to complete the process. Mr. Maylor indicated that if there is a public tree down on a resident's property, the best thing to do is call dispatch. Board of Selectmen Minutes September 8, 2014 CONSENT ITEMS: Accept Donation ($500)from Edmund and Nancy Leland to Fire Department for purchase of equipment Chairman Vaillancourt announced that Mr. & Mrs. Lelund have again made a generous annual donation to the Fire Department. Rosemary Smedile made a MOTION, seconded by Tracy Watson, that the Board of Selectmen accept the donation from Edmund and Nancy Leland in the amount of$500.00 to the Fire Department for purchase of equipment. Vote approved 5-0. Accept Donation ($10,000) from Wheelabrator North Andover to fund Trauma Intervention Program for FY15 Chairman Vaillancourt announced that Wheelabrator North Andover has generously agreed to donate $10,000 to pay the cost of the Trauma Intervention Program for FY15. The Board noted this has been an annual donation. Tracy Watson made a MOTION, seconded by William Gordon, that the Board of Selectmen accept the donation from Wheelabrator North Andover in the amount of$10,000 to fund the Trauma Intervention Program for FY15. Vote approved 5-0. Approve Seven (7)Year Contract between Town of North Andover and SHI International Corporation and Tyler Technologies, Inc. for September 1, 2014 through August 31, 2021 to implement and maintain financial software system Town Manager, Andrew Maylor, explained that during the budget process, the town made a commitment to upgrade the financial software to a unified system. Mr. Maylor explained that Town Meeting authorized the Board of Selectmen to give authority to the Town Manager to enter into contracts that exceed 3 years. Lyne Savage, Finance Director/Town Accountant, and Matt Killen, IT Director, both recommend approval for these services. William Gordon made a MOTION, seconded by Rosemary Smedile, that the Board of Selectmen approve the seven year contract to implement and maintain financial software system between the Town of North Andover and SHI International Corporation and Tyler Technologies, Inc. for September 1, 2014 through August 31, 2021. Vote approved 5-0. Affordable Unit Resale—43 Cochichewick Drive, Unit#14 (Campion Hall) The Citizens' Housing and Planning Association (CHAPA) notified the Town that the affordable housing unit at 43 Cochichewick Drive, Unit#14 (Campion Hall) is up for sale. It is recommended the Board not exercise its right of first refusal. Tracy Watson made a MOTION, seconded by William Gordon, that the Board of Selectmen decline the right of first refusal to purchase the affordable housing unit at 43 Cochichewick Drive, Unit#14(Campion Hall). Vote approved 5-0. LICENSING COMMISSIONERS: William Gordon made a MOTION, seconded by Tracy Watson, to open a meeting of the North Andover Licensing Commission. Vote approved 5-0. Capital Project Status Report Town Manager, Andrew Maylor, gave a status summary of the new Fire Station project, the School Administration Building project and McEvoy park. Water and High Streets-Streetlight and Roadway Improvements A copy of the presentation done last spring for the project was provided to the Board. Town Manager, Andrew Maylor, explained that as a capital improvement item, $2.6 million dollars is being invested over the next 3 years and that the town is in the first phase which is to replace existing lighting with same style lighting found at the town common. Board of Selectmen Minutes September 8, 2014 Job PostingNacancy Log The Job PostingNacancy log was provided by Cathy Darby, Director of Human Resources. Town Manager, Andrew Maylor, announced that Mary Rose Quinn, the Library Director, has resigned and the Library Trustees by charter are responsible for hiring her replacement. The Board wished Ms. Quinn good luck and thanked her for her service. Town Manager, Andrew Maylor informed the Board that he is meeting with members of his staff and the staff of the Greater Lawrence Sanitary District to go over the framework of what would be required to create a dog park on District property. Selectman Gordon thanked RCG, owner of the mill building on High Street, for their investment in and commitment to the town by allowing the town to use the soccer fields behind their building. Effective October 23, 2014, off-premises retail alcoholic beverages licensees (M.G.L. c. 138, §15) will be permitted to sell alcoholic beverages beginning at 10:00 a.m. on Sundays. Although under the law, these licensees are entitled as a matter of right to open at 10:00 a.m. and as such do not need the approval of the Local Licensing Authorities, licensees must notify the Local Licensing Authorities about the change of hours. A city or town which accepts the provisions of this section is hereby authorized, subject to the approval of the commissioner, to design and designate a place on its municipal tax bills, or the motor vehicle excise tax bills, or to mail with such tax bills a separate form, whereby the taxpayers of said city or town may voluntarily check off, donate and pledge an amount not less than $1 or such other designated amount which shall increase the amount otherwise due, and to establish a city or town aid to the elderly and disabled taxation fund for the purpose of defraying the real estate taxes of elderly and disabled persons of low income. Any amounts donated to said fund shall be deposited into a special account in the general treasury and shall be in the custody of the treasurer. The treasurer shall invest said funds at the direction of the officer, board, commission, committee or other agency of the city or town who or which is otherwise authorized and required to invest trust funds of the city or town and subject to the same limitations applicable to trust fund investments, except as otherwise specified herein. The fund, together with the interest earned thereon shall be used for the purpose specified in this section without further appropriation. In any city or town establishing an aid to the elderly and disabled taxation fund, there shall be a taxation aid committee to consist of the chairman of the board of assessors, the city or town treasurer and three residents of the city or town to be appointed by the mayor or board of selectmen as the case may be. ELIGIBILITY A. The fund has been established to aid the elderly and disabled citizens who are homeowners with limited income and assets. Criteria are defined in the items listed below. 1. Elderly is defined as a person who is 60 on or before the July 1St starting date of the fiscal year for which the application is made. 2. A disabled person is defined as one who is not able to work. The applicant could be receiving SSI, welfare, or retirement income, or has suffered a loss of income due to illness or accident. A letter from an attending physician is necessary. 3. An applicant must be the titled owner of the property or hold a life estate in the property. If title is held by a trust, the applicant must be both a trustee and a 50% beneficiary of the trust in order to qualify. These conditions apply to elderly or disabled applicants. 4. Income shall include all income such as SSI, Welfare, interest from savings accounts, IRA's, stocks or bonds, etc. Total income for consideration of the elderly exemption shall not exceed the following: A: Single person-----$24,695 B: Couple-------- $30,081 5. Assets shall include stocks, bonds, CD's, IRAs Annuities, and any tangible liquid asset. Total assets shall not exceed the following: A: Single person-----$43,530 B: Couple------ $46,442 The Asset and Income Limits will be adjusted annually by the Annual CPI as given by the Department of Revenue. 2. Application Process A: Application for assistance shall take place annually. The universal application form shall be used to supply the necessary information. In the case of the elderly, the clause 41 form is to be used. For a disabled person, the clause 18 form is to be used. 1. The forms are available in the Assessors Office. 2. Applications for assistance must be filed with the Assessors no later than March 31st of the fiscal year. Elderly and Disabled Taxation Fund Section 3D-Rules and Regulations 3.Distribution of Funds A. The Funds will be disbursed on a "needs" basis. Since the funds are replenished through voluntary contributions, no set dollar amount can be established. On an annual basis, the applications will be reviewed and distribution will take place in an equitable manner based on the applicants meeting the requirements, individual need, and is subject to the availability of funds. I propose to build a walkway which will extend over approximately one hundred feet of trail so that this erosion is eliminated. The Walkway will be made 10 inches off the ground with three large hemlock planks supported by pressure treated southern yellow pine blocks hammered together with 5 inch nails. This walkway will be similar to those installed on the west side of the lake at Weir Hill.This will allow visitors to enjoy the trail without stepping into deep mud and puddles. In addition to providing a general description of the proposal here, applicants should also complete the sections below: In 2007, the communities of Amesbury, Andover, Haverhill, Lawrence, Methuen, Newburyport, North Andover, and Salisbury formed the Merrimack Valley Mayors & Managers Coalition (MVMMC)to collaborate and develop regional solutions to municipal issues and discuss common governmental challenges. MVMMC is administered by the Merrimack Valley Planning Commission, with the eight communities representing over 86 percent of our region's total population of 333,748. The Coalition has spearheaded a number of successful initiatives, focused on the regionalization of services and joint procurement. One such example is our Merrimack Valley Clean Energy Program, which was created to address municipal energy usage. In 2014,the Coalition has shifted its focus to economic development, revamping an established MVPC initiative called Merrimack Valley Means Business (MVMB) to galvanize the region around a common job creation and industry supportive marketing effort. Launched in 2009, MVMB has been a pioneering concept for regional business retention and expansion in Massachusetts. Developed by MVPC through a grant from the U.S. Economic Development Administration, in partnership with the Merrimack Valley Economic Development Council (MVEDC), regional Chambers of Commerce, and community development departments, MVMB has offered a unique and technologically advanced service for prospective and existing businesses looking to market or expand in the region. MVMB is the third version of the regional Means Business initiative. Through a partnership with the Greater Haverhill Chamber of Commerce and the City of Haverhill, Haverhill Means Business was launched in 2004 to promote business opportunities in the city through a cutting- edge, GIS-based property information website. The great success of this groundbreaking, award-winning initiative (winner of a 2006 International Economic Development Council outstanding marketing award) led to a partnership in 2006 with the Merrimack Valley Chamber of Commerce to create a similar website called Merrimack Valley Means Business for the communities of Andover, Lawrence, Methuen, and North Andover. The 2009 launch of MVMB combined these two previous efforts and expanded the application to the remaining 15 communities in the region, providing a one-stop location for property information in the Merrimack Valley. While technically sound, the greatest challenge facing MVMB has been its utilization into a broader and more in-depth regional marketing and business assistance program. This dynamic changed dramatically this year with the emergence of the MVMMC as the new driving force behind the effort. In addition to the significant funding, groundwork, and in-kind service that has been established in the first ten years of the MVMB initiative, in June 2014 each Coalition member demonstrated a strong desire to enhance this innovative concept by committing seed funding and setting an aggressive timeline to develop a new streamlined MVMB website in order to gather momentum to establish a larger regional marketing and development program through a CIC grant. Given the 2009 release date of the previous web application, it was clear that the first step was to update MVMB.biz, due to the outdated search functionality and associated data. On October 1, 2014, the fourth version of the "Means Business" website was launched, featuring a streamlined property search tool, mobile device capability, and greatly enhanced community profiles, highlighting key contacts, priority development projects, and quick links to important business documents and community groups for the eight communities in the MVMMC. With a ten-year track record of proven success, a just-released new web application to build off of, and the strong backing of the political leadership of the region, we feel Merrimack Valley Means Business is uniquely positioned to serve as an innovative regional economic development model thru the CIC. Despite recent indications that Massachusetts and the rest of the country is finally emerging from the deep depths of the Great Recession, there is still much work that needs to be done to encourage job creation and streamline assistance for new and emerging businesses. The revamp of the MVMB.biz website is viewed as the first step in a series of coordinated actions by the Coalition to attract new economic development.
