HomeMy WebLinkAbout2013-09-23 Board of Selectmen BOARD OF SELECTMEN MINUTES SEPTEMBER 23, 2013 CALL TO ORDER: Chairman Rosemary Smedile called the meeting to order at 7:00 PM at Town Hall Meeting Room. ATTENDANCE: The following were present: Rosemary Smedile Chairman; Richard Vaillancourt, Clerk; Tracy Watson, Licensing Chairman; Donald Stewart, William Gordon, and Andrew Maylor, Town Manager and Ray Santilli, Assistant Town Manager. PLEDGE OF ALLEGIANCE COMMUNICATIONS, ANNOUNCEMENTS,AND PUBLIC COMMENT: Thank you to the North Andover Garden Club The North Andover Senior Center would like to thank the members of North Andover Garden Club for the work they did weeding and cleaning out the planting beds at the Main Street entrance and the parking lot entrance of the Senior Center. The Board of Selectmen thanked the members who contributed their time and effort and send a letter of thanks from the Town. Update of Facilities Master Plan Implementation The Town Manager Andrew Maylor provided an update of the Facilities Master Plan including the following projects: Kittredge Elementary School gym addition, School Department Administration Building and the New Fire Station 1. The Kittredge Elementary School gym addition will be completed and ready for occupancy in the spring of 2014. The School Department Administration Building project bids should go out in December 2013 and signed by January/February 2014 with a start construction date of spring of 2014. Stan Limpert School Committee Chairman thanked the Town Manager for his support and working with the School Committee on this school project. Announcements William Gordon announced that there will be a fundraiser at Stachey's Pizza on October 2, 2013 for Corks for Courts to raise additional funds for Kittredge School. Richard Vaillancourt announced North Andover Restaurant Week starting Sunday, September 29 through October 5, 2013 with 28 restaurants participating. Richard Vaillancourt announced the North Andover Merchants Association is holding their Festival Fundraiser on Sunday, September 29, 2013 at the Knights of Columbus grounds from 10:00 AM —4:00 PM. CONSENT ITEMS: Appointments to Sustainability Committee—Shepard Spear, Katie Champagne and Michael Carney William Gordon made a MOTION, seconded by Tracy Watson, that the Board of Selectmen appoints Shepard Spear, Katie Champagne, and Michael Carney to the sustainability Committee for terms ending June 30, 2016. Vote approved 5-0. Board of Selectmen Minutes September 23, 2013 2 Carol Bradstreet on behalf of the Cystic Fibrosis Foundation requests permission to hold "Great Strides: A Walk to Cure Cystic Fibrosis" at Drummond Park on Saturday, May 17, 2014. Tracy Watson made a MOTION, seconded by Richard Vaillancourt, that the Board of Selectmen approve the request of Carol Bradstreet on behalf of the Cystic Fibrosis Foundation requests permission to hold "Great Strides: A Walk to Cure Cystic Fibrosis" at Drummond Park on Saturday, May 17, 2014. Vote approved 5-0. Rabbi Zalman Borenstein of Chabad of North Andover requests to use the Town Common for the lighting of the Chanukah Menorah from November 26-December 5, 2013. The request also included using Town Common on Tuesday, December 3rd for a ceremony on the Town Common from 5:30—7:00 PM. Tracy Watson made a MOTION, seconded by William Gordon, that the Board of Selectmen approves the request of Rabbi Zalman Borenstein of Chabad of North Andover to use Town Common for the lighting of the Chanukah Menorah from November 26-December 5, 2013 and for a ceremony on December 3, 2013 from 5:30—7:00 PM. Vote approved 5-0. Affordable Housing Unit Resale—210 Chickering Road, Unit 304A(Kittredge Crossing) The Citizens' Housing and Planning Association (CHAPA) has notified the Town that the affordable housing unit at 210 Chickering Road, Unit 304A(Kittredge Crossing is up for sale. It is recommended the Board not exercise its right of first refusal. Richard Vaillancourt made a MOTION, seconded by Tracy Watson, that the Board of Selectmen decline the right of first refusal to purchase the affordable housing unit at 210 Chickering Road, Unit 304A (Kittredge Crossing). Vote approved 5-0. Affordable Housing Unit Resale—2 Harvest Drive, Unit 203 (Oakridge Village/Maplewood Reserve) The Citizens' Housing and Planning Association (CHAPA) has notified the Town that the affordable housing unit at 2 Harvest Drive, Unit 203 (Oakridge Village/Maplewood Reserve) is up for sale. It is recommended the Board not exercise its right of first refusal. Richard Vaillancourt made a MOTION, seconded by Tracy Watson, that the Board of Selectmen decline the right of first refusal to purchase the affordable housing unit at 2 Harvest Drive, Unit 203 (Oakridge Village/Maplewood Reserve) Vote approved 5-0. Endorsement of"North Andover Middle School — North Andover, MA—Safe Routes to School Infrastructure Program—Preliminary Assessment At the Board's meeting of June 24, a preliminary assessment prepared by MassDOT for a `Safe Routes to School Infrastructure Program' for the North Andover Middle School. Two Public Hearings have been held to review the assessment. The Board was given a neighborhood petition in support of`sidewalk installation from Parker Street to Greene Street to Massachusetts Avenue. The Town Manager wrote a draft letter to the Massachusetts Department of Transportation as a result of the Board's anticipated vote. Tracy Watson made a MOTION, seconded by Donald Stewart that the Board of Selectmen endorses the `North Andover Middle School —North Andover, Massachusetts—Safe Routes to School Infrastructure Program—Preliminary Assessment'. Vote approved 5-0. Approve Ten (10)Year Contract between town of North Andover and JRM Hauling & Recycling Services Inc. for October 1, 2013 through September 30, 2023 In May, the Town issued a Request for Proposals for the `Acceptance & Processing of Recyclable Material.' The selected company would process and market recyclable material collected from North Andover's curbside recycling program (including eligible residential units and businesses, municipal Board of Selectmen Minutes September 23, 2013 3 buildings and schools). The Town generates approximately 2,500 (single stream)tons of recyclable material annually. The Town currently offers weekly curbside single stream recycling collection to approximately 11,000 residential units and approximately 200 businesses and municipal locations. Five proposals were received and evaluated. The proposal from JRM was the only proposal that guarantees to pay the Town ($20) per ton)over any designed period. Bruce Thibodeau, Public Works Director, recommends the ten year contract be awarded to JRM Hauling & Recycling Services Inc. for these services. Selectman Smedile stated that Northside Carting will continue to pick up all recyclables throughout the Town and this will not change. Donald Stewart made a MOTION, seconded by Richard Vaillancourt, that the Board of Selectmen approves the ten year contract for acceptance and processing of recyclable material between the Town of North Andover and JRM Hauling & Recycling Services Inc. for October 1, 2013 through September 30, 2023. Vote approved 5-0. LICENSING COMMISSIONERS: Donald Stewart made a MOTION, seconded by Richard Vaillancourt, to open a meeting of the North Andover Licensing Commission. Vote approved 5-0. Pamela Devoid, Merrimack Donuts LLC requests a Common Victualler License at 315 Turnpike Street Richard Vaillancourt made a MOTION, seconded by Rosemary Smedile, that the Board of Selectmen, acting as Licensing Commissioners, approves the Common Victualler License for Merrimack Donuts LLC. Vote approved 5-0. Rosemary Smedile made a MOTION, seconded by Richard Vaillancourt, to close a meeting of the North Andover Licensing Commission. Vote approved 5-0. NEW BUSINESS: Request for a Bonfire Permit Richard Vaillancourt requests permission to have a Bonfire on the grounds of the Knights of Columbus at 505 Sutton Street on the evening of Sunday, September 29, 2013. Richard Vaillancourt made a MOTION, seconded by Tracy Watson, that the Board of Selectmen approves the Bonfire on the grounds of the Knights of Columbus at 505 Sutton Street on the evening of Sunday, September 29, 2013. Vote approved 5-0. TOWN MANAGER'S REPORT: Position/Vacancy Log Human Resources Director provided an update report outlining the status of various recruitments that are ongoing or recently completed.
