HomeMy WebLinkAbout2013-11-04 Board of Selectmen Minutes BOARD OF SELECTMEN MINUTES NOVEMBER 4, 2013 CALL TO ORDER: Chairman Rosemary Smedile called the meeting to order at 7:00 PM at Town Hall Meeting Room. ATTENDANCE: The following were present: Rosemary Smedile Chairman; Richard Vaillancourt, Clerk; Tracy Watson, Licensing Chairman; Donald Stewart, William Gordon, and Andrew Maylor, Town Manager and Ray Santilli, Assistant Town Manager. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Richard Vaillancourt made a MOTION, seconded by William Gordon, to approve the Open Session Minutes of October 7, 2013 as written. Vote approved 5-0. Richard Vaillancourt made a MOTION, seconded by William Gordon, to approve the Strategic Planning Session Minutes of October 21, 2013 as written. Vote approved 5-0. COMMUNICATIONS, ANNOUNCEMENTS, AND PUBLIC COMMENT: Veterans Day Veterans Day Parade and Ceremony will be held on Monday, November 11, 2013. The parade will step- off at corner of Main and First Streets at 10:15 a.m. The parade will proceed up Main Street to Patriots' Memorial Park for the service. In the event of inclement weather, the services will be held in the Middle School Auditorium at 10:30 a.m. New Business Recognition The Board presented a Certificate of Appreciation to Franks Barber Shop, 148 Main Street for locating his business in North Andover. Greater Lawrence Sanitary District Greater Lawrence Sanitary District Director Rick Hogan has announced his retirement on November 15, 2013. Mr. Hogan has done an outstanding job during his years of service. Adopt a Wreath Program Selectman Smedile announced that the Holiday Decorating Committee will kick off the `Adopt a Wreath Program'. The cost of wreaths is $65 each and will be placed on the light poles on Main Street and at the Old Center. Please contact her and make out checks to `Holiday Decorating Committee'. Questions from Citizens Selectmen Smedile and the Town Manager Andrew Maylor addressed various questions from citizens about funding, building projects, safe routes to school sidewalks and signage. Town Manager announcements Town Manager Andrew Maylor announced that the Town Farm Athletic Fields on Dale Street is progressing and on budget. Starting December 3rd the Kittredge School gym structure will start to be assembled on site. The DPW announced that leaf pickup is in full swing for 3 weeks in November taking Thanksgiving week off and then continuing for the first two weeks in December. Edmunds Road will be getting six new trees planted before winter sets in. Board of Selectmen Minutes November 4, 2013 2 CONSENT ITEMS: Acceptance of Donations from Joseph N. Herman Youth Center, Inc. The Joseph N. Herman Youth Center, Inc. has made two donations to the Youth & Recreation Services Department: $5,040 to provide scholarships to Youth Center members who cannot afford the annual fee, and $11,000 to fund a part-time Administrative Assistant. Tracy Watson made a MOTION, seconded by Donald Stewart, that the Board of Selectmen accepts the donation from the Joseph N. Herman Youth Center, Inc. in the amount of$5,040 to provide scholarships to Youth Center members who cannot afford the annual fee. Vote approved 5-0. Tracy Watson made a MOTION, seconded by Donald Stewart, that the Board of Selectmen accepts the donation from the Joseph N. Herman Youth Center, Inc. in the amount of$11,000 to fund a part-time Administrative Assistant at the Youth Center. Vote approved 5-0. Winter Parking Ban The Town Manager gave a draft copy of the `AII Night Winter Parking Ban' for 2013-2014. The parking ban will be in effect for the months of December, January and February. The language allows the Board at the end of February to determine if enforcement of the parking ban should be continued. Richard Vaillancourt made a MOTION, seconded by Tracy Watson, that the Board of Selectmen approve the proposed `AII Night Winter Parking Ban' as proposed, from December 1, 2013 through February 28, 2014' with the option of extending the ban if needed due to inclement weather. Vote approved 5-0. Request to Dispose of Surplus Equipment— Public Works Department Per the Town Policy regarding surplus material and equipment, Bruce Thibodeau, Director of Public Works is requesting to surplus a 1971 John Deere Loader with attachments. Tracy Watson made a MOTION, seconded by Donald Stewart, that the Board of Selectmen approves the request of Public Works Director Bruce Thibodeau to surplus the 1971 John Deere Loader with attachments per his memo to the Town Manager dated October 30, 2013. Vote approved 5-0. FY15 Budget Policy Statement In accordance with the Town Charter, Chapter 9-2-3, on or before the first day of November each year, the Board of Selectmen, after consulting with the Town Manager, shall issue a policy statement relating to the budget for the ensuing fiscal year. The statement shall establish the outer limits of possible budget growth for the town.' The Town Manager Andrew Maylor outlined the objectives and strategic goals for Financial Conditions; Economic Development; Neighborhood Enhancement; Community Development; Public Safety and Government Philosophy. Tracy Watson made a MOTION, seconded by William Gordon, that the Board of Selectmen approves the FY15 Budget Policy Statement as presented by the Town Manager. Vote approved 5-0. LICENSING COMMISSIONERS: Donald Stewart made a MOTION, seconded by Richard Vaillancourt, to open a meeting of the North Andover Licensing Commission. Vote approved 5-0. Bertucci's Restaurant Corporation (dba Bertucci's Brick Oven Ristorante), 435 Andover Street, request a Change of Manager Donald Stewart made a MOTION, seconded by Richard Vaillancourt, that the Board of Selectmen, acting as Licensing Commissioners, approves the request of Bertucci's Restaurant Corporation (dba Bertucci's Brick Oven Ristorante)at 435 Andover Street, North Andover for a change of manager to Nicholas J. Joseph. Vote approved 5-0. Board of Selectmen Minutes November 4, 2013 3 Stewart made a MOTION, seconded by Rosemary Smedile, that the Board of Selectmen, acting as Licensing Commissioners, approve a Common Victualler License to Farnaro, LLC (dba Baked)at 1211 Osgood Street. Vote approved 5-0. Donald Stewart made a MOTION, seconded by Rosemary Smedile, to close a meeting of the North Andover Licensing Commission. Vote approved 5-0. Request by the Festival Committee and North Andover Police Association to use Town streets for the Annual Santa Parade on November 30, 2013 Lt. E.J Foulds on behalf of the Festival Committee and North Andover Police Association requests approval for the Santa parade route closing Main Street, Elm Street, Water Street, and Sutton Street on Saturday, November 30, 2013. The streets will have posted "No Parking"signs from 8:00 a.m. until the finish of the parade on those streets. Tracy Watson made a MOTION, seconded by William Gordon, to approve the requests for the Santa parade on November 30, 2013. Vote approved 5-0. TOWN MANAGER'S REPORT: Position/Vacancy Log Human Resources Director provided an update report outlining the status of various recruitments that are ongoing or recently completed. Next Meeting on November 18, 2013 Selectman Vaillancourt said that he would be traveling on business and would not be able to attend the meeting on November 18, 2013. The Board discussed whether there was a need to hold a meeting on that date or change it to another date. A Public Hearing for the Tax Classification will be held at the Board's meeting on December 2, 2013.
