ATTENDANCE: The following were present: Rosemary Smedile Chairman; Richard Vaillancourt, Clerk; Tracy Watson, Licensing Chairman; Donald Stewart, William Gordon, and Andrew Maylor, Town Manager and Ray Santilli, Assistant Town Manager. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Richard Vaillancourt made a MOTION, seconded by Tracy Waltson,'to approve the Open Session Minutes of May 12, 2014, as written. Vote approved 5-0. CONSENT ITEMS: Request from Shaunielle McDonald of Brooks School.to use Town Common on May 22, 2014 for Senior Class Picture from 11:00 a.m. to 12:30 p.m. Brooks School is requesting to change the date to May 21, 2014 due to inclement weather for May 22, 2014. Richard Vaillancourt made a MOTION, seconded by Tracy Watson that the Board of Selectmen approves the request from Brooks School to use Town Common for the Senior Class Picture on Wednesday, May 21, 2014 from 11:00 a.m. — 12:30 p.m. Vote approved 5-0. Request from Edward Wang of North Parish Church to use Town Common on June 20, 2014 from 6:30 p.m. to 9:00 p.m. for outdoor family game night Tracy Watson made a MOTION, seconded by William Gordon that the Board of Selectmen approves the request from North Parish Church,to use the Town Common on June 20, 2014 from 6:30 p.m. to 9:00 p.m. for outdoor family game night. Vote approved 5-0. Request from Columbia Gas of MA to excavate and install 510' of 4" main on Dale Street from Barrington Place to#96 &#100 Dale Street In accordance with M.G.L. c164 §70, the Board must give consent to the gas company to 'dig up and open the ground in any of the streets, lanes and highways of a town.' The Public Works Department and the Police Department;have signed approval. Tracy Watson made a MOTION,seconded by William Gordon that the Board of Selectmen approves the request of Columbia Gas of MA,to'excavate and install 510' of 4" main on Dale Street from Barrington Place to#96 &#100 Dale Street. Vote approved 5-0. Sign and approve year-en budget reallocation Lyne Savage Budget Director/Town Accountant requests that the Board of approve and sign a Budget Reallocation to cover the cost of the snow& ice deficit. Tracy Watson made a MOTION, seconded by William Gordon that the Board of Selectmen approves and signs the reallocation of the current year's operating budget to cover the snow and ice deficit. Waiver of Permit Fee associated with construction of air conditioning system for Town Hall The Facilities department requests the waiver of permit fees associated with the construction of the new air conditioning system at Town Hall. Board of Selectmen Minutes May 20, 2014 2 William Gordon made a MOTION, seconded by Richard Vaillancourt that the Board of Selectmen waives all permit fees associated with construction of the air conditioning system for Town Hall. Vote approved 5-0. OLD BUSINESS: General Discussion—Town Meetinq After a discussion regarding Articles 13 & 14 the Board decided to change their recommendation to one of the articles. William Gordon made a MOTION, seconded by Tracy Watson, to recommend Unfavorable Action on Article 14: Citizen's Petition—Amend Article 6, By-law 112-2.4 approved by Town Meeting on May 21, 2013 and to amend the Board of Selectmen's Regulations. I am a Marine Corps officer and the director of operations for The Program.The Program is a leadership development and team building company. Our mission is to develop better leaders and more cohesive teams. We will work with over 200 school and athletic teams this year alone. In addition to working with various athletic teams on the Merrimack College campus we have the opportunity to work with some of the student leaders as well. On June 20th we will be working with the Merrimack College Student Orientation leaders and would like to use Stevie's Pond for the event. Our training will begin at 8AM with the student leaders and will be complete by 1130. We will bring the student athletes through a version of what we call Small Boat Judgment Day.We have conducted this training with more than a few athletic teams at Merrimack College, as well as teams across the country, corporations and charity groups. Our training, while physical in nature, has nothing to do with strength and conditioning. We will focus on developing effective communication, mission accomplishment strategies, trust development, and other essential leadership traits. We will bring 3-4 instructors, including myself, from The Program, all of whom have extensive military/athletic backgrounds.There will be approximately 75 student athletes and staff members taking part in the training. We will bring all the associated equipment (Rubber Inflatable Zodiac Boats, Pumps, Paddles, and Life Jackets (Kapoks). I have attached a detailed timeline and scheme of maneuver. I have also attached a certificate of insurance naming the Town of North Andover as a rider. (MCG) is requesting to be added to the meeting agenda for the May 12th meeting of the Board of Selectman to discuss a proposed expansion of the NACC parking area. Enclosed herewith is a copy of the proposed site plan prepared by MCG dated May 1, 2014. NACC has filed applications with the Planning Board and Conservation Commission to expand their existing parking facility located on the south-east side of Great Pond Road, opposite the club house. The project is intended to alleviate traffic congestion on the public road during club events. Currently, vehicles can legally park along Great Pond Road on both sides of the road. It is not unusual for 15 to 20 vehicles to queue along the side of the road. The parked vehicles constrict access along the roadway making it difficult for regular traffic and emergency vehicles to pass by the facility. The club regularly hires police details to mitigate traffic during events, however, this is only a short term patch for the parking problem. Vehicles also regularly become stuck on the side of the road were the shoulder drops off abruptly. NACC recognizes that this traffic problem not only impacts its members and patrons but also the public and the neighborhood where it has been established for over 100 years. In a costly effort to improve traffic conditions on the public road during events, NACC is proposing to expand their parking facility. The proposed expansion will result in the creation of an additional 23 parking spaces on the premises. The project will also help facilitate traffic more efficiently between the public road and the site by creating defined curb cuts where none presently exist. However, due to environmental constraints associated with the Groundwater Protection Overlay District and wetlands regulations, further expansion of the parking area on the premises is not possible despite the need. In an effort to provide the maximum number of safe parking spaces at the facility, NACC has offered to pay for the cost of widening approximately 100' of Great Pond Road to provide four (4) dedicated public parking spaces that will not impede traffic on the road. This is the subject matter of this request. Gallagher, Chief of Police t DATE: June 3,2014 RE: May 2014 Crime Statistics The Police Department saw an increase in general disturbance and suspicious activity calls.On a proactive approach our School Resource Officer,the High School SADD coordinator, and members of the police&fire department conducted a mock crash with serious injuries due to an intoxicated driver. The site was the high school parking lot and the audience was juniors and seniors.As the tarp was pulled off two vehicles, arranged in a crash scene by Trombly Brothers Towing Service,they saw the grim sight. Emergency personnel responded and treated the "injured"while police ran the operator through some sobriety tests and ultimately"arrested"the operator. The sight is designed to let students understand the importance of good decision making and officers fielded questions after the event. Both the Fire and Police Chiefs narrated the accident and the question and answer section of the program. The Take 25 ceremonies were held at our Community Room for the winners selected in last month's poster contest stressing internet safety, gun safety, and drug/alcohol abstinence. The winners were given commendations from local representatives, State Representatives and Senators,as well as from District Attorney Jonathan Blodgett,who was also in attendance. All winners were also rewarded with an"Officer of the Day"certificate to be used in June. Memorial Day has become an annual event like no other at the police station to remember our deceased officers. The attendance gets bigger and retired officers and their families feel welcome to attend. This year we remembered retired Sergeant Thomas"TJ"McEvoy,retired Sergeant John"Dick"Crane, and retired K9 Kyzer at the memorial.A plaque was presented to each of the families to be displayed at police headquarters.It is always a positive feeling when our Town officials are there to support the police officers and their families 1475 Osgood Street,North Andover, Massachusetts 01845 Telephone: 978-683-3168 Fax:978-685-0249 Roll Call Training was conducted this month by the Massachusetts Insurance Fraud Bureau and the District Attorney's Juvenile Justice Program. The IFB training involved having officers working closely with the insurance companies on claims made for property losses as well as injury claims that raised red flags during the investigations. By using the IFB,officers have another resource for information gathering and statement taking. The Office of Juvenile Justice sent representatives from the Lawrence District Courthouse to train officers on handling underage parties involving alcohol and why the District Attorney has made this a prority. The Drug Enforcement Administration presented three of our officers with citations for achievement at the New England Narcotic Officers Association conference. Detectives Sean Daley,Daniel Cronin,and Officer Jay Staude were all recognized for their assistance in the investigation and arrests of a drug distribution ring. DEA Administrator,Michele Leonhart, personally presented the recognition Officers Katherine Gehrke and Kara Caffrey, certified safety seat technicians,held Child Safety Seat Checkpoints at the following locations May 18`h and 24th:Woodridge Homes, Meadowview Condominiums,Village Green and Royal Crest.These events were publicized in the various email chains and newsletters used by the individual complex.Proper installations of infant and booster seats were either verified or corrected and child seats purchased with Executive Office of Public Safety and Security(EOPSS)grant were donated or loaned to some residents when needed. The Police Department participated in the another EOPSS grant"Click it or Ticket Mobilization" from May l 9d'through May 31".Officers worked a combined 36 hours over the mobilization period and recorded 105 M/V Stops with 17 civil citations issued for seatbelt violations and numerous citations and written warnings issued for other offenses,including one warrant arrest. On a sad note,our honor guard once again travelled to honor a fellow officer killed in the line of duty. North Andover officers assisted in the funeral of Brentwood Police Officer Stephen Arkell. 'These events are always a somber reminder of the dangers that we all face on a daily basis. The call for service that Officer Arkell was sent on was a domestic disturbance. As you can see,North Andover officers responded to 18 of those types of calls last month, and anyone of them could turn out tragic, as in Brentwood. Special Police Officers and Bicycle Unit Officers assisted with pedestrian and traffic safety at the Sheep Shearing Festival and Cystic Fibrosis Walk at the Common. Special Police Officers volunteered their time and the Bicycle Officers assisted on shift. Both events had very large turnouts with no incidents reported. Smolak Farms hosted their first Duathlon, organized by Breakaway Training,involving a 5K run, 13.1 mile bike ride and 1.5 mile trail run.The routes were posted locally using electronic sign beards and detail officers assisted at detours and street crossings. Breakaway Training hopes to continue this event on an annual basis. Continuing with the emphasis on training, four sergeants and command staff attended training sessions this month. The training focused on accountability and supervising a police force in today's age. Incident documentation,liability, and organizational integrity are all emphasized. All of the attendees said that they would recommend the training to another officer,so when these classes come around again,the remaining supervisors who did not get to attend will do so. Finally,we bid a happy retirement and many thanks to Officer Charles Fucca after 32 years of service with the Police Department. Officer Fucca was our police prosecutor and handled the court case management. Officer Fucca was always seen at Lawrence District Court helping the officers with their cases. Many people think the police have a hard job arresting suspects and writing tickets,but for many of us,the real stress is testifying under cross examination by a defense attorney. Officer Fucca was always there to help the officer with their case,talk to the Assistant District Attorney handling the case, and even the clerks and magistrates. Officer Fucca was always the first to volunteer for National Night Out, or giving station tours of the old building at 566 Main Street. We wish him the best of luck in retirement.
