HomeMy WebLinkAbout2013-04-02 Planning Board Supplemental Materials (135) Eggleston Environmental 32 Old Framingham Rd Unit 29 Sudbury MA 01776 tel 508.259.1137 fax 866.820.7840 March 27, 2013 North Andover Planning Board 1600 Osgood Street North Andover, MA 01845 Attn: Judy Tymon, Town Planner RE: Regency Place PRD, 464 Appleton St. Stormwater Management Review Dear Ms. Tymon and Board Members: In follow-up to January 29, 2013 comment letter and March 18, 2013 email comments, I have reviewed the March 22, 2013 revised plans and calculations submitted (via email) by Christiansen & Sergi, Inc. for the proposed Regency Place project at 464 Appleton Street. At this point, I believe that all of my comments have been satisfactorily addressed in the revised submittal, with the exception of the following: 1. A note needs to be added to the plan stating that unsuitable material needs to be removed from proposed infiltration areas and replaced with clean septic sand. (e.g. per the proposed language O’Connell’s 3/26/13 email) 2. Christiansen & Sergi has indicated that it is not possible to move the existing catchbasin on Blue Ridge Road (downstream of the proposed Stormceptor) offline, but that an outlet hood would be added. This needs to be confirmed with the DPW Director and added to the plan. 3. Responsibility for maintenance of the Stormceptor unit still needs to be resolved. 4. The Conservation Commission and/or Planning Board should have input to the Construction Stormwater Pollution Prevention Plan (SWPPP) when it is prepared. In accordance with EPA guidelines, the SWPPP should include a detailed timeline of construction aimed at minimizing the total area of disturbance at any one time. 5. Deed restrictions are needed for the infiltration basins on Lots 3 and 4 to ensure that the basins (or suitable alternatives) remain in place and that their storage and infiltration capacities are maintained by the individual homeowners. Once again, I appreciate the opportunity to assist the North Andover Planning Board with the review of this project, and hope that this information is suitable for your needs.
