As they evaluated the project they felt it was best to modify the clearing and grubbing phase of the project as follows. Arco proposes to clear the site in one phase with concurrent on-site stump grinding. In doing so the resultant stump grindings yield a bark mulch product which will serve to stabilize the site prior to any earth removal. The mulch will also be used as needed in conjunction with the construction of check dams and sedimentation basins and will aide with erosion control under severe weather conditions. It is their opinion that this method would have the least environmental impact on the site as it would not require trucking of stumps off site, while utilizing on-site material for stabilization. Initially, I was opposed to this approach as it would require more upfront expense to me, however, I can see the benefit of doing it all a once as the site would be more manageable. As currently approved, the two phase approach would cause the site to be unstable during both phases. (i.e. having the tree cutters come in every 6-8 weeks would create less ability to control excessive runoff and would call for multiple openings of the property).
