HomeMy WebLinkAbout2003-03-10 Board of Selectmen Executive Minutes BOARD OF SELECTMEN EXECUTIVE MINUTES March 10,2003 EXECUTIVE SESSION: The Executive Session convened at 7:00 P.M. ATTENDANCE: The following were present: Rosemary Smedile,Chairman;James Xenakis; Wendy Wakeman; Donald Stewart; Mark J.T. Caggiano; Ray Santilli,Assistant Town Manager. The Board of Selectmen was individually polled and each voted unanimously to move into Executive Session. Vote approved 5-0. Negotiations with non-union employees Ray Santilli said that at the February 24w meeting,the Board requested additional information regarding salary adjustments and assignment of town vehicles for Police Chief and Deputy Fire Chief. Information was gathered from the comparable communities and findings were that town vehicles were assigned more often with 100%of unlimited use. A few communities give a car allowance in place of a vehicle. The intent of the Board of Selectmen is to be paying salaries comparable to other towns. Donald Stewart made a MOTION,seconded by James Xenakis to approve these salaries starting now, not retroactive. After discussion the Board decided to waft till the next meeting to make a decision. This MOTION was TABLED. Ray Santilli said that recommendations have been submitted for the reclassification of two bylaw positions. The Veteran's Agent, Ed Mitchell,was not included in last years review and is being recommended as a grade B-10 with an annual salary of$39,000(currently at$34,000). At the request of the Stevens Estate Board of Trustees, Laurie Fennelly will now be designated as the Assistant Director as a grade B-8 with an hourly rate of$16.50(currently at $14.42 per hour). Both of these recommendations would be the sole adjustments to the respective salaries for FY03. Wendy Wakeman made a MOTION, seconded by James Xenakis,to approve these salary increases for Veteran's Agent and Assistant Director of Stevens Estate. Vote approved 5-0. Ray Santilli updated the Board of Selectmen on two disciplinary actions that were taken with Town employees. A dispatcher, Glen Daigle,failed to call for an ambulance after a call came in from a resident and has been suspended for four days without pay. Sandra Starr,Health Director is being suspended for one day for failure to implement the trash truck enforcement routes. Also,two employees were given written reprimands from the DPW regarding the activity at the recycling yard at Sharpeners Pond Road. Pending Litigation—Rocket Entertainment This was TABLED. No further updates. ADJOURNMENT: Wendy Wakeman made a MOTION,seconded by Mark Caggiano,to move out of Executive Session. Vote approved 5-0.
