HomeMy WebLinkAbout2005-02-28 Board of Selectmen Executive Minutes _ BOARD OF SELECTMEN EXECUTIVE MINUTES FEBRUARY 28, 2005 EXECUTIVE SESSION: The Executive Session convened at 7:00 P.M. ATTENDANCE: The following were present: Rosemary Connelly Smedile, Chairman; Wendy Wakeman; James Xenakis; Donald Stewart; Mark J.T. Caggiano; Mark Rees, Town Manager; Ray Santilli, Assistant Town Manager and Town Counsel Thomas Urbelis. The Board of Selectmen was individually polled and each voted unanimously to move into Executive Session. Vote approved 5-0. Personnel Issue. There was a discussion regarding how the Town Manager would handle a personnel issue. The Town Manager will meet with Labor Counsel and will report back to the Board of Selectmen. Tom Urbelis Town Counsel was present and the Board raised a question that someone may be in violation of the conflict of interest laws. Mark Caggiano made a MOTION, seconded by Wendy Wakeman, asking Town Counsel for his professional opinion on this legal issue. Mark Caggiano Withdrew the MOTION. Mark Caggiano made a MOTION, seconded by Donald Stewart, to direct Tom Urbelis Town Counsel to contact Counsel of employee and report back to the Board. Vote 5-0. ^ Labor Counsel will be asked to attend the Board's next scheduled meeting on March 14, 2005. Collective Bargaining. The Librarian's Union recently agreed to a Memorandum of Understanding (MOU)for a new collective bargaining agreement for the period of July 1, 2004 through June 20, 2007. This MOU is consistent with previous discussions with the Board regarding this contract. The Board was requested to ratify the MOU and sign two originals. Mark Caggiano made a MOTION, seconded by Wendy Wakeman, to ratify the Librarian's Union MOU and to sign approval. Vote approved 5-0. ADJOURNMENT: Wendy Wakeman made a MOTION, seconded by James Xenakis,to move out of Executive Session. Vote approved 5-0. Respectfully submitted, Adele J. Johnson, Administrative Secretary
