HomeMy WebLinkAbout2005-04-25 Board of Selectmen Executive Minutes BOARD OF SELECTMEN EXECUTIVE MINUTES APRIL 25, 2005 EXECUTIVE SESSION: The Executive Session convened at 9:50 p.m. ATTENDANCE: The following were present: Rosemary Connelly Smedile, Chairman; James Xenakis; Donald Stewart; Thomas Licciardello, Mark Rees, Town Manager; Ray Santilli, Assistant Town Manager and Town Counsel Thomas Urbelis. The Board of Selectmen was individually polled and each voted to move into Executive Session. Vote approved 4-0. Thrift Shop Lease The three-year lease between the Town of North Andover and the North Andover Thrift Shop is due to expire on April 30, 2005. The terms of the current lease provide that the lease may be renewed for an additional three-year period upon mutual agreement of both parties. If the lease is renewed, the rent will be negotiated at the time of renewal. The current lease had an annual escalation of$25 per year($200 per month in the first year, $225 per month in the second year, and$250 a month in the third year. The occupants would like to leave the rent as$250 a month for the next three years. Donald Stewart made a MOTION, seconded by Thomas Licciardello, and voted to negotiate the rent at $250 for the first two years and#300 for the third year. Vote approved 4-0. Conservation Commission Town Counsel Thomas Urbelis, Rosemary Smedile, and Mark Rees spoke with Scott Masse, Chairman of the Conservation Commission to speak to the board about the town's concern of the wetlands protection bylaw and why the board put the article on the warrant. This will give the board an opportunity to speak about their views and hopefully come to some agreement. This board has the authority to write their own rules and regulations. Rosemary Smedile would like to setup a committee to rewrite the conservation regulations and hopefully through this the town can write a better wetlands protection bylaw that doesn't single out the government but help all the citizens as well. Smedile suggested having the Town Engineer Jack Sullivan, and a volunteer from the Police and Fire departments on the committee as well. Selectmen would invite representatives of the Conservation Commission to sit on the committee to rewrite conservation regulations. James Xenakis suggested bringing the conservation board out publicly and say this is what the town is facing. The conservation commission is costing this town$400,000 in a payment to the Plisinskis if they do not settle.
