HomeMy WebLinkAbout2005-05-02 Board of Selectmen Executive Minutes _ BOARD OF SELECTMEN EXECUTIVE MINUTES May 2,2005 EXECUTIVE SESSION: The Executive Session convened at 6:30 p.m. ATTENDANCE: The following were present: Rosemary Connelly Smedile, Chairman; James Xenakis; Donald Stewart; Mark J.T. Caggiano; Thomas Licciardello, Mark Rees,Town Manager; Ray Santilli,Assistant Town Manager, The Board of Selectmen was individually polled and each voted to move into Executive Session. Vote approved 5-0. Barpaininu with Union Employees As previously briefed, a tentative three-year collective bargaining agreement was reached with the International Brotherhood of Police Officers(IBPO), Local 496(patrol officers and sergeants). The IBPO has approved and signed the Memorandum of Agreement(MOA)outlining the terms of the settlement. The Board is requested to also approve and sign the MOA. Mark Caggiano made a MOTION, seconded by Thomas Licciardello, to approve the MOA. Vote approved 5-0. A tentative settlement has been reached with the AFSCME Communications Officers on a new collective bargaining agreement. The tentative settlement is for a one-year and a three-year agreement covering the period of July 1, 2004 through June 30, 2008. The Town is continuing a pattern of salary increases to 2.5 percent into 2008. This is the third union that has agreed to the health insurance changes. Negotiated reducing the terminal leave pay and eliminated the six days off per dispatcher for holidays. The union has approved and signed the Memorandum of Agreement(MOA). The Board is requested to also approve and ^ sign the MOA. Mark Caggiano made a MOTION, seconded by Thomas Licciardello, to approve the MOA. Vote approved 5-0. Conservation Commission Meeting Rosemary Smedile and Mark Rees have been attending various board meetings as a friendly meet and greet and to show a work together ethic between the boards and the Selectmen. They attended a recent meeting of the Conservation Commission to discuss the Plisinski Case and suggested putting a committee together to review the Wetlands Bylaw. The majority of the board's opinion was that North Andover's wetlands bylaw is the best and other communities want to copy it. The Conservation Commission wrote their rules and regulations into this Wetlands Bylaw. Mark Caggiano said that we have listened to the people of the town and understand that they have a problem with this warrant article and the problem is that the underlying bylaw is unfair. We must put together a committee to study the Town Wetlands Bylaw, charge it and to see how to create a greater sense of fairness and accountability when it comes to people's expectations of using their property. James Xenakis made a MOTION, seconded by Donald Stewart, to withdraw Article 17-withdrawal of Wetlands Bylaw and then vote to have the Town Manager do a charge and establish a committee to review the Wetlands Bylaw to make adjustments so that the law is fair to everyone involved. A formal letter will be sent to members of each land use board asking them to sit on this committee along with Town Engineer Jack Sullivan and a few residents. Vote approved 5-0. James Xenakis made a MOTION, seconded by Donald Stewart, to release the Executive Session minutes from 1110/05, 1/24/05, 1/31/05, 2/14105, 3114/05 and 3128105 on the Plisinski case. Vote approved 4-1. Mark Caggiano opposed because he wanted Town Counsel's guidance on this matter. Board of Selectmen Executive Minutes May 2, 2005 2 Bargaining with Non-union Employees Police Chief Richard Stanley proposed a reorganization of administrative services and communication functions within the Police Department with the retirement of the Executive Officer, Lieutenant Glenn Annson in mid-May. The Reorganization Plan consists of three elements that are critical to the police infrastructure: 1) Promote the Communications Supervisor to a civilian head of the Administrative Services Division. 2) Hire a fulltime Public Safety Information Technology professional. 3) Hire a second late night dispatcher. 4) Negotiate a lead dispatcher position. This reorganization would have minimal impact on the FY-06 budget due to the fact that Lieutenant Annson's salary of$98,359 is already allocated and will be used to fill the required vacancies. Selectmen Xenakis asked for more information about the Information Technology job description and wage classification and whether this would be a shared position within other town departments.
